About this opportunity

The City of Newark, New Jersey, has issued a Request for Qualifications (RFQ) for Worker's Compensation Counsel Services through its Law Department, seeking to establish a pool of attorneys to provide specialized legal representation for worker's compensation matters on an as-needed basis. The contract will run for one year, from January 1, 2026, to December 31, 2026, with potential for multiple firms to be selected. Interested respondents must submit their Qualification Statements electronically by 10:15 am on October 7, 2025, through the city's e-Procurement Portal. The selected counsel will be responsible for comprehensive litigation support, including preparing pleadings, motions, discovery documents, attending depositions, settlement conferences, and trials. Evaluation criteria will include experience, reputation, knowledge of the Law Department, availability, relevant legal experience, government experience, local presence, utilization of local contractors, and commitment to diversity. The compensation structure includes a blended hourly rate of $175.00 for barred attorneys and $75.00 for non-barred attorneys, paralegals, and law clerks, with additional expenses like copying, travel, and postage to be billed separately.

The RFQ does not explicitly outline specific set-aside designations or restrictions on responding organizations. However, the city emphasizes the importance of local business utilization and commitment to diversity in its evaluation criteria. The procurement process requires vendors to complete various compliance forms, including certifications regarding prohibited activities in Russia, Belarus, and Iran, equal employment opportunity language, and Americans with Disabilities Act compliance. Vendors must also provide ownership disclosures, political contribution disclosures, and other administrative documentation. While a specific budget range is not detailed, the hourly rate structure suggests a flexible approach to engaging legal services. The city reserves the right to modify, amend, suspend, or terminate the procurement process at its sole discretion, with selected firms required to provide quarterly performance metrics and potentially offer additional specialized legal services beyond the primary scope of worker's compensation representation.
