About this opportunity
The United States Department of Agriculture Forest Service Intermountain Region, Uinta-Wasatch-Cache National Forest Supervisor's Office and Salt Lake Ranger District, is requesting quotations for snow removal services on a Total Small Business Set-Aside basis, with quotations due August 25, 2026 at 10:00 a.m. Mountain Time. This is a requirements contract with a five-year ordering period (September 1, 2026 through August 31, 2031) under NAICS 561790, and only small businesses meeting the $9.0 million size standard are eligible to bid.
Scope includes snow removal from parking lots and walkways, plus salting and sanding operations at two locations: the Supervisor's Office in South Jordan, Utah, and the Salt Lake Ranger District in Salt Lake City, Utah. Offerors must submit detailed technical approach narratives, equipment lists, biobased product information, and past performance documentation. The Government anticipates minimum orders of $2,500 and maximum orders of $350,000 per order and reserves the right to make multiple awards (one per location) if doing so provides best value after accounting for a $500 administrative cost per award.
The contract is firm-fixed price with a one-year base period and four one-year option periods. Prevailing wage requirements apply; laborer wages are set at $18.65 per hour plus fringe benefits. Award will be made to the offeror representing best value based on lowest-price technically acceptable evaluation. Technical Acceptability is the gating factor (must receive "acceptable" rating); Past Performance is rated Acceptable, Neutral, or Unacceptable (Unacceptable results in no award); Price is the tiebreaker. Evaluation begins with the lowest-priced offer; if technically unacceptable, evaluation continues with successively higher-priced offers until a technically acceptable offer with acceptable or neutral past performance is identified.
Two non-mandatory site visits are scheduled for August 20, 2026: 9:30 a.m. MT at South Jordan and 1:30 p.m. MT at Salt Lake City. Questions are due August 21, 2026 at 10:00 a.m. Mountain Time. Submit quotations to arlen.fausett@usda.gov.
