About this opportunity

The City of St. George, Utah is conducting a Request for Qualifications (RFQ) to procure the services of a Medical Control Doctor to serve the St. George Fire Department and Saint George Consolidated Communications Center. The procuring jurisdiction is Washington County, Utah, and the primary contact location is 61 South Main Street, St. George, Utah 84770. The Medical Control Doctor will provide comprehensive clinical oversight and medical direction for emergency medical services, develop and maintain evidence-based emergency medical protocols for field personnel and emergency medical dispatchers, conduct training and education programs including a minimum of two in-person training sessions annually, perform quality assurance reviews of patient care reports and dispatch recordings with periodic written reports to City leadership, maintain 24/7 on-call availability for online medical direction, and ensure regulatory compliance with Utah statutes and Bureau of Emergency Medical Services standards. Minimum qualifications require an unrestricted current Utah medical license, board certification in emergency medicine or equivalent clinical experience, current active clinical privileges to practice emergency medicine at St. George Regional Hospital, familiarity with Utah EMS licensure statutes and administrative rules, knowledge of emergency medical dispatch systems, demonstrated ability to develop and revise EMS treatment protocols, experience conducting quality assurance reviews, and certification or willingness to obtain certification in the ProQA/Priority Dispatch emergency medical dispatch system. Evaluation criteria emphasize five competency areas: qualifications and medical direction experience; protocol development and quality assurance capability; training, education, and personnel engagement; availability and coverage reliability; and administrative communication with organizational integration. The original submission deadline of May 13, 2026 was extended via Addendum No. 2, with qualifications now due by May 18, 2026 at 2:00 PM Mountain Time. All questions must be submitted through the Bonfire platform (sgcity-utah.bonfirehub.com), and all proposals must be submitted through the same portal with late submissions not considered. No pre-bid meeting is required, and the City reserves the right to reject any or all proposals.

The RFQ documents do not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or existing contractor information. No current infrastructure or technology integration requirements are explicitly detailed beyond the requirement that the Medical Control Doctor maintain organized records and comply with the City's risk management program and contracting standards. The selected contractor may be engaged as an independent contractor or through a practice group arrangement, subject to the City's procurement policies and insurance standards. The RFQ documents do not disclose specific award values, contract budget ranges, contract duration, or renewal terms, though the City anticipates entering into an initial agreement with options for renewal contingent upon satisfactory performance and ongoing operational needs. Candidates must disclose any malpractice claims or lawsuits connected to their medical practice, and all services shall comply with applicable provisions of Utah law and City requirements.
