About this opportunity
The Town of Buena Vista, in coordination with the Colorado Department of Transportation (CDOT), is requesting qualifications for professional engineering services to develop a Park-and-Ride facility on approximately 6 acres of Town-owned property east of US 24 and north of CR 317, with proposals due October 15, 2026 at 12:00 PM MT.
The scope encompasses project management, existing conditions analysis, concept development and alternatives evaluation, vehicular and multimodal access and circulation analysis, drainage and stormwater design, utility coordination, right-of-way and railroad coordination, and progressive design development through Design Scoping Review, Field Inspection Review, Final Office Review, and final advertisement milestones. The facility will integrate pedestrian and bicycle connectivity and coordinate with regional transit providers (Bustang and Mountain Valley Transit). The consultant may be extended for construction management services.
Consultants must maintain CDOT prequalification status and comply with all federal and CDOT requirements, including audited and approved indirect rates or cognitive agency status on the CDOT Master Pricing Agreement List. Small Business Enterprise participation is encouraged; SBE utilization is a weighted evaluation criterion (10 points). All work must conform to CDOT Design Standards, CDOT Standards and Specifications, CDOT Project Development Manual, CDOT Local Agency Manual, and Town standards where consistent with CDOT requirements.
The anticipated total project budget is $500,000 to $1,000,000. The contract will be structured as a Not-to-Exceed, Time & Materials agreement executed by the Town of Buena Vista. Evaluation carries 40 points for team capability, 25 points for approach, 20 points for past experience, 10 points for small business participation, and 5 points for prequalification. Questions are due October 1, 2026; responses will be published October 8. A panel meeting is tentatively scheduled for October 22, optional interviews on October 30, and selection approval by November 6. Contract execution is anticipated for December 11, 2026.
