About this opportunity

The Town of Parker, Colorado is requesting statements of qualifications from consulting engineering firms to plan, investigate, design, and prepare construction documents for the unbuilt northbound half of Chambers Road between Crowfoot Valley Road and Stroh Road (approximately one mile), with SOQs due November 14, 2026 by 5:00 PM MST.

The scope encompasses design and construction documents for one bridge structure crossing Lemon Gulch, roadway approaches, drainage and water-quality facilities, utilities coordination, multimodal facilities, signing and striping, and connections to the existing transportation network. Respondents must demonstrate Colorado-licensed engineers in roadway, structural, drainage, and geotechnical disciplines and a Colorado-licensed professional land surveyor. Services will be contracted under three separate agreements structured around validation/basis of design, design phases (30%, 60%, 90%, and final/bid-ready), and construction phase deliverables.

The Town will select the highest-ranked firm through qualifications-based selection followed by negotiation of scope, schedule, and fair and reasonable fees; detailed fees will not be used in evaluation. SOQs are limited to 20 single-sided pages (excluding cover pages and resumes) and will be evaluated on comparable municipal/county roadway and bridge experience (25 points), project understanding and technical approach (25 points), qualifications and experience of assigned project manager and key team (25 points), capacity and availability (15 points), and quality management and cost control (10 points). Hourly rates must be provided but will not factor into selection.

Written questions are due October 30, 2026. The Town anticipates shortlisting up to three firms by December 4, 2026, conducting interviews December 8–16, 2026, and issuing final rankings December 17–18, 2026. Negotiation and authorization are planned for January 2027, with notice to proceed anticipated in January or February 2027. Design services are targeted for completion by the end of 2027, construction beginning in early 2028, and project completion by year-end 2028. Site visits are not required; respondents may observe the site without entering restricted property or traveled roadways. The selected firm must execute the Town's approved professional services agreement and maintain professional liability, commercial general liability, automobile liability, and workers' compensation coverage.
