About this opportunity
The National Institute of Standards and Technology (NIST), a component of the U.S. Department of Commerce, is requesting quotations for monthly inspection, maintenance, repair, and replacement of exterior lighting systems at the NIST Boulder Campus (325 Broadway, Boulder, Colorado) and the Fort Collins Radio Station under a total small business set-aside (NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors), with proposals due July 21, 2026 and a mandatory pre-proposal site visit on July 7 at 1:30 PM Mountain Time.
The scope encompasses monthly comprehensive audits of 100% of exterior lighting fixtures during hours of darkness — including pole-mounted luminaires (120V and 277V systems), solar-powered lighting, walkway fixtures, and bollards — with written reports submitted within five business days identifying deficiencies, recommended corrective actions, estimated labor hours, and material costs. Repair and replacement services are performed only upon written Contracting Officer authorization. Replacement light heads must be Cree Lighting Edge Series (part number ARE-EDG-3M-DA-06-E-UHSV-700-40K) or approved equivalent for 277V systems and RAB Lighting ALED (part ID ALEDM3TN) or approved equivalent for 120V systems. A valid Journeyman's Electrician License is required. Labor rates must comply with Federal Wage Determination schedules for Boulder and Larimer counties, Colorado.
The contract runs from September 1, 2026 through August 31, 2027 (base year), with four optional one-year renewal periods extending through August 31, 2031. Repair services are capped at $33,000 NTE for the base year, with option years at $36,300, $38,115, $41,926.50, and $46,119.15 respectively. The Government does not guarantee minimum repair quantities; payment is made only for authorized work performed and accepted. Work shall be performed during normal business hours (6:00 AM to 6:00 PM), with audits conducted before sunrise or after sunset. Proposals must remain firm for 60 calendar days from receipt. Attendee names for the site visit must be provided by July 2, 2026. Written questions are due July 9, 2026.
