The Commonwealth of Kentucky, Energy and Environment Cabinet, Kentucky Division of Forestry is issuing a Request for Quotation (RFQ) for janitorial services at the Pineville Branch Office located at 12008 US Highway 25E, Pineville, Kentucky 40977. The procurement encompasses twice-weekly janitorial services (Mondays and Thursdays after business hours) for a 9,000 square foot facility serving 16 employees, including waste removal, floor cleaning, restroom sanitization, and kitchen cleaning, along with semi-annual floor stripping and waxing services and annual window washing and mini blind cleaning. The contract period runs from August 1, 2020 through June 30, 2021, with one optional one-year renewal extending through June 30, 2022. Vendors must furnish all labor, materials, tools, cleaning supplies, and specialized equipment such as floor care equipment and disinfectant cleaners, while the agency provides secured storage space, utilities, and basic supplies including toilet paper and paper towels. Required qualifications include a minimum of two years of janitorial services experience, workers' compensation insurance, public liability insurance for personal injury, a Certificate of Insurance submitted with the bid, and a notarized affidavit confirming compliance with Kentucky campaign finance and tax laws. Evaluation will follow a best value methodology with price weighted at 80 points (lowest bidder receives maximum points with others scored proportionally), vendor experience at 20 points (with a maximum of 15 years counted for scoring purposes), and a customer reference letter from the past 12 months on a pass/fail basis. A non-mandatory site visit was scheduled for June 26, 2020 at 10:00 a.m. with contact to Lem Johnson at 606-594-4679; questions were due by June 29, 2020 at 8:00 a.m. via email to stephanie.benassi@ky.gov; and responses were due July 8, 2020 at 10:00 a.m. Eastern Daylight Savings Time submitted electronically to the same email address with subject line "RFQ-128-2000000157-DO NOT OPEN."
The procurement includes set-aside provisions for Kentucky resident bidders who may receive reciprocal preference against nonresident bidders, as well as qualified preference designations for Kentucky Correctional Industries (eligible for 20 percent preference points) and nonprofits serving individuals with disabilities (eligible for 15 percent preference points). All vendor employees must be at least 18 years old and direct employees of the vendor, with subcontractors prohibited; upon request, vendor staff may be required to pass drug testing and criminal background screening at the vendor's expense. The solicitation does not reference any incumbent vendors or current contractors. The total cost of services shall not exceed $20,000 per fiscal year, with payment made within 30 working days of receipt of an approved monthly invoice; vendors must accept the Commonwealth Procurement Card for payment. No existing infrastructure or technology integration requirements are specified in the solicitation documents.
