About this opportunity

The United States Department of Agriculture Natural Resources Conservation Service (USDA NRCS) is soliciting bids for weekly janitorial services at the Kenton Service Center in Kenton, Ohio under a Total Small Business Set-Aside, with proposals due September 16, 2026. The set-aside restricts competition to SBEs certified under NAICS 561720 (Janitorial Services).

The scope encompasses weekly entrance cleaning, restroom maintenance and supply replenishment, and office-area cleaning at a 1,300 square-foot facility (12756 State Route 309 West, Kenton, OH 43326); monthly floor buffing and spot wall cleaning; quarterly deep cleaning of restrooms, blinds, and guest areas; and semi-annual window cleaning of approximately 13 windows. Services commence on or after September 28, 2026 and must conclude by 4:00 PM while the building remains occupied. The contractor furnishes all labor, transportation, supervision, materials, equipment, quality control, and supplies, including environmentally friendly cleaning products, HEPA-filtered vacuum cleaners, floor scrubbing and waxing machines, and restroom supplies. The contractor must maintain a minimum two-week supply of restroom supplies on site and allocate approximately 20 square feet of building space for bulk storage and equipment.

The initial base period is 12 months; the government retains discretion to extend the contract up to five years through four additional 12-month option periods, subject to fund availability. Payment is monthly in arrears upon satisfactory performance and invoice submission through the USDA's Invoice Processing Platform.

All contractor personnel requiring routine access to federally controlled facilities must obtain a minimum Tier 1 background investigation adjudication following FBI fingerprint checks; the contractor covers fingerprint costs while the government covers investigation costs. The contractor must comply with applicable wage determinations for Kenton, Hardin County, Ohio; provide personnel identification; maintain current employee listings; and ensure compliance with federal security protocols including FAR Clause 52.204-9 regarding Personal Identification Verification of Contractor Personnel.
