About this opportunity

California Department of Forestry and Fire Protection (CAL FIRE) is requesting quotes for a Fuel Moisture Sensor System under RFQ-ITS 2170, with responses due June 8, 2026 at 3:00 PM. Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) certified vendors receive tie-breaking preference; in the event of a tie among non-certified bidders, coin toss determines the award.

The scope covers an 18-month pilot project evaluating automated fuel moisture monitoring at five high-priority wildfire risk sites across California. The vendor must supply DRYLINE or equivalent sensors measuring dead fuels (10-hour, 100-hour, and 1000-hour) and live shrub fuel moisture using electrical impedance spectroscopy technology, along with solar-powered LoRaWAN or equivalent gateways with battery backup and cellular or satellite connectivity. Deliverables include hardware provisioning and configuration, network connectivity and data platform management, field data collection for verification, and training to CAL FIRE staff on installation and operation. Data delivery spans a real-time self-service dashboard, an API for integration into CAL FIRE systems, and monthly summary reports with trend analysis. CAL FIRE identifies final site locations and participates in installations with vendor support; all hardware becomes CAL FIRE property upon completion.

The total project cost must encompass all hardware, services, integration expenses, travel, and training across all five sites over 18 months. Payment terms are Net 45. Quotes must remain valid for a minimum of 30 calendar days following submission and at least 60 days following the response due date. Vendors claiming SB or DVBE status must hold current certifications. Quotes exceeding $100,000 require Civil Rights Certification; those exceeding $1,000,000 require Iran Contracting Act Certification. Shipping to Office of Wildfire Technology & Research, 710 Riverpoint Court, Suite 150, Sacramento, California 95605. Submit quotes via email to CAL FIRE Procurement Analyst Andrea Armstrong (Andrea.Armstrong@fire.ca.gov, 916-279-1665) on company letterhead with pricing, applicable sales tax, discounts, total cost, shipping and e-waste fees if applicable, and required administrative documentation including Bidder Declaration (GSPD-05-105), Payee Data Record (STD. 204), Seller's Permit, and CalRecycle 74 form.
