About this opportunity

The New York State Office of Parks, Recreation & Historic Preservation is requesting qualifications for professional design services to reimagine Taughannock Falls State Park's entryway and South Point area, with proposals due October 23, 2025 at 2:00 PM. The RFQ carries MWBE subcontracting goals of 15% for minority-owned and 15% for women-owned firms, a 6% service-disabled veteran-owned business goal, and a 0% disadvantaged business enterprise goal.

OPRHP seeks a lead Architecture or Landscape Architecture firm to organize a multidisciplinary design team delivering conceptual site design, civil and environmental engineering, mechanical/plumbing/electrical engineering, geotechnical design, surveying, park design, pedestrian facilities, exhibit and interpretive design, wayfinding signage, environmental review and permitting, and construction cost estimating. Phase 1 covers background research, Historic Bathhouse and South Point Beach improvements, park entrance and new office redesign, and Route 89 Bridge pedestrian underpass development; Phase 2 addresses gorge parking reclamation and South Point pedestrian pathways. The park operates year-round with boat launch and trail facilities available during winter. Key site constraints include a 1920–1930 bathhouse, chronically full parking, seasonal flooding 1–2 times annually under the Route 89 bridge, and aging electrical and septic infrastructure.

The contract term is 84 months, with Phases 1A and 1B under the original agreement and Phases 1C and 2 potentially added via supplemental agreement. The estimated construction cost for all phases is approximately $30 million, subject to funding availability. Fee structure will be negotiated after selection; if negotiations fail, OPRHP may proceed with the second or subsequent ranked firms. Selection uses qualification-based procedures evaluating portfolio and team experience, professional qualifications, project approach and team organization, aesthetic quality and creativity, design context fit, and ability to meet challenging schedules and budget constraints. A pre-bid site visit occurred October 8, 2025, attended by representatives from 50 firms. Proposals must include letter of interest, firm qualifications with relevant experience and photos, proposed staffing, project approach, key personnel resumes, professional licensure proof, and three-year client and contractor references (10 references required). The contract requires approval by the Office of the Attorney General and Office of the State Comptroller before effectiveness.
