Description
Taughannock Falls State Park, home to the tallest free-falling waterfall east of the Mississippi River with an awe-inspiring 215-foot descent, stands as a premier destination in the Northeast. Drawing nearly one million visitors annually, the park offers year-round access to its iconic gorge and rim trails, which provide unparalleled views of the falls from above and below. Beyond its natural beauty, Taughannock Falls serves as a gateway to the Finger Lakes region, combining scenic splendor with diverse recreational opportunities that captivate visitors from across the world.
Over the past decade, the park has seen remarkable growth, with its visitorship doubling from 400,000 in 2014 to approximately 800,000 in 2024. This surge in popularity highlights the park's significance as a cornerstone of nature-based tourism while underscoring the need for strategic investments to enhance capacity and modernize facilities. Planned improvements to the entrance and South Point area will ensure the park continues to meet evolving visitor expectations. These upgrades will enhance accessibility, safety, and wayfinding while preserving the park's historic and scenic character.
Campsites and cabins boast breathtaking views of Cayuga Lake, the longest of the Finger Lakes, complemented by a marina, boat launch, and beach at South Point. Through thoughtful planning, design, and construction, Taughannock Falls State Park is poised to uphold its legacy as a destination for quality and inclusive outdoor recreation. By prioritizing visitor experience and accommodating guests of all abilities, the park reaffirms its commitment to delivering exceptional natural and recreational experiences, ensuring its enduring appeal for future generations.
The Project Area for this Request for Qualifications is limited to the South Point Area of Taughannock Falls State Park. See the attached Draft Conceptual Development Plan, page 6, “Map and Inventory of North and South Point”. Project areas and structures are highlighted, and phases are identified, as further outlined in this document.

Tie Bids In the event there is a tie in the final scoring, final determination will be made by the OPRHP Deputy Commissioner for Capital.
Modification or Withdrawal of Bids
Bid modifications that are submitted in writing and signed by an authorized representative of the bidding firm will be considered for award if received by OPRHP prior to the scheduled proposal due date. Bids may be withdrawn or cancelled prior to the scheduled proposal due date. A bid may be rejected by OPRHP: if it shows any alteration of terms, conditions, or requirements; for any other irregularities; if it is incomplete, or if it offers an alternate bid not invited by the specifications.
Freedom of Information Law
Your bid to OPRHP, including accompanying documents, is subject to the Freedom of Information Law (FOIL) found in Article 6 of the N.Y. Public Officer Law. FOIL provides that certain records are exempt from disclosure, including those that contain (1) trade secrets, (2) information that, if disclosed, would cause substantial injury to the competitive position of your organization, or (3) critical infrastructure information. Records may be redacted to protect only the portions of documents that fall within a FOIL exemption. An entire document may not be withheld if only a portion of the document is exempt from disclosure. Blanket assertions that information is a trade secret, confidential, or proprietary are insufficient to justify withholding information under FOIL. If you identify information seeking an exemption from public disclosure due to the above-mentioned reasons such request will be reviewed, and a determination will be made as to whether the information is exempt from disclosure under FOIL. However, such submissions seeking non-disclosure will not be considered unless it is accompanied with an explanation justifying the privilege. The State’s determination may be appealed pursuant to POL §89(5)(c). Pursuant to POL §87(2)(b), the State, without having to request it, will redact information that “if disclosed would constitute an unwarranted invasion of personal privacy.”
