About this file

This is an Addendum #01 to an RFQ for Professional Design Services issued by the New York Office of Parks, Recreation and Historic Preservation for improvements to Taughannock Falls State Park. The addendum documents a pre-bid site meeting held on October 8, 2025, at 1:00 PM, conducted by Nate Baker, during which attendees visited all proposed project areas and viewed buildings. The meeting concluded at 3:00 PM. The RFQ requires firms to provide 10 references due to the project's long-term nature, high cost, and high visibility. The State Parks office has already conducted initial consultation with SHPO regarding the proposed improvements. The park operates year-round, with boat launch and trail facilities available during winter months. Key site features include a bathhouse constructed between 1920-1930, parking areas that reach full capacity, a route under Route 89 bridge that floods 1-2 times annually during spring, and existing buildings on septic systems with a 10-year-old electrical system that is not currently stressed.

The RFQ incorporates minority and women-owned business enterprise (MWBE) contracting goals of 15 percent for both minority-owned and women-owned sub-contractors, a service-disabled veteran-owned business (SDVOB) contracting goal of 6 percent, and a disadvantaged business enterprise (DBE) contracting goal of 0 percent. The pre-bid meeting was attended by 54 representatives from 50 design and engineering firms. Additional considerations for the project include potential adaptive reuse of existing buildings, requirements for charging stations (guidance currently being developed), gender-neutral restrooms will not be required, and Phase 1A will include electrical system investigation. No consultant was involved in developing the current iteration of the plan or phasing, though some elements from a 2017 Trowbridge Wolf Michaels study were retained.
