About this opportunity
The City of Fredericksburg, Texas is seeking a qualified vendor through a Request for Qualifications (RFQ) for a Fiber Optic Infrastructure project designed to extend and supplement the city's existing network. The procurement solicits proposals for fiber optic cabling, mounting brackets, and access terminals to be installed across multiple zones, with the primary objectives of promoting third-party broadband access and enabling transport infrastructure leasing. Submissions will be received until January 13, 2022, at 3:00 PM CST at the City Hall, with vendors required to demonstrate technical capabilities, experience, and ability to perform the work. Evaluation criteria will include project approach, key personnel qualifications, firm experience, references, and response time, with a total of 100 points allocated across these categories. A pre-submittal meeting was scheduled for January 4, 2022, and the complete RFQ documentation is available for download on the city's website at www.fbgtx.org/bids.aspx, with potential bidders responsible for checking for addendums and additional information.
The RFQ does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. While the document indicates potential federal grant funding, which might imply certain compliance requirements, no specific organizational restrictions are outlined. The project requires the selected firm to provide ongoing maintenance and support of the infrastructure after installation, suggesting a comprehensive, long-term engagement. The procurement will involve milestone-based payments, with an approximately 50% initial down payment and subsequent phased payments. Additional requirements for the selected vendor include providing performance and payment bonds, conducting criminal background checks, and offering factory-certified training to the city's Information Technology Director. Though a specific budget range is not detailed, the comprehensive nature of the infrastructure project suggests a significant capital investment in expanding the city's technological capabilities.
