About this file
The document is a Request for Qualifications (RFQ) issued by the City of Fredericksburg, Texas for a Fiber Optic Infrastructure project. The city is seeking a qualified vendor to supplement and extend its current fiber optic network through the installation of fiber optic cabling, mounting brackets, and access terminals across eight distinct zones within the city. The RFQ was released on December 13, 2021, with a pre-submittal meeting scheduled for January 4, 2022, and responses due by January 13, 2022, at 3:00 PM. The project aims to promote third-party access for broadband services and allow leasing of transport infrastructure, with the selected firm responsible for maintaining and supporting the infrastructure after installation.
The RFQ includes detailed technical specifications for the proposed system, including fiber optic cable requirements, mounting bracket specifications, and system reliability testing protocols. The city will evaluate submissions based on criteria such as project approach, key personnel qualifications, firm experience, references, and response time, with a total of 100 points allocated across these categories. The project will be funded potentially through federal grant funds, requiring compliance with various federal statutes and regulations. Payment is proposed as a milestone-based schedule, with approximately 50% down payment and subsequent 15%, 10%, and final 10% payments. The selected vendor will be required to provide performance and payment bonds, conduct criminal background checks, and offer factory-certified training to the city's Information Technology Director.
