About this opportunity

The City of Detroit, Oregon, in conjunction with the Detroit Lake Foundation, is soliciting sealed competitive quotes under RFQ 2025-001 for construction of a new commercial kitchen at the Detroit Community Center, 345 Santiam Avenue, Detroit, Oregon 97342, with quotes due November 18, 2026, at 2:00 p.m. Quotes go to Michelle Connor, City Administrator, and must use the provided quote form without alteration. The RFQ is issued under ORS 279C.412 and 279C.414 for informal competitive quotes.

Eligibility requires licensed, bonded contractors. Each quote must include a CCB license number, and Performance and Payment Bonds equal to 100 percent of the contract sum are required. The project is subject to Oregon prevailing wage requirements under ORS 279C.800 to 279C.870. Minimum insurance includes Commercial General Liability of $1 million combined single limit and $2 million aggregate, Automobile Liability of $500,000 combined single limit, and Workers' Compensation coverage, with proof required.

Scope covers framing new nonstructural walls, supplying and installing kitchen equipment and cabinets, and completing electrical, plumbing, and miscellaneous work per architectural drawings prepared by Studio 3 Architecture, Inc., under Project #2025-001. The bid structure is a base bid plus seven deductive alternates that let the owner adjust scope to available funding. The city may award the entire scope or portions of it, with work proceeding until allocated funds are depleted, and no additional compensation applies to work removed from the contract. Quotes must include a work plan with time schedule and estimated costs. Substantial completion is required within 60 calendar days of the Notice to Proceed, with liquidated damages of $500 per calendar day for delays.

Award goes to the lowest responsive and responsible bidder whose quote best serves the city's interests, weighing price, experience, expertise, availability, and contractor capacity. The city reserves the right to amend, cancel, extend deadlines, waive informalities, or reject all quotes.
