The Town of Mooresville, North Carolina is requesting proposals for a cloud-based Enterprise Resource Planning (ERP) system with full implementation services to replace its current Tyler Munis platform, with proposals due July 15, 2026 at 5:00 PM EST. The scope encompasses finance, human resources, payroll, utility billing, parks and recreation, and financial planning operations serving approximately 285 active users. Vendors must respond to 428 functional requirements across eight process areas (Budget & Financial Reporting, Departmental Operations, Finance & Accounting, Legal/Procurement, Procurement, Utility Billing, Human Resources, and Information Technology), with 362 designated "Must Have," 43 "Should Have," 21 "Could Have," and 2 "Will Not Have." The Town is open to best-of-breed solutions combining a core ERP platform with add-on modules and third-party integrations, provided the overall solution delivers a cohesive integrated experience. Vendors must clearly identify which functional areas are provided natively versus through supplementary components. The solution must be delivered as cloud-native SaaS with no on-premises infrastructure, include SOC 2 Type II certification, support SAML-based Single Sign-On with Azure Active Directory, enforce multi-factor authentication, provide 99.5% system uptime SLA, and support bi-directional integrations with meter data management, GIS, payment processors, and document management platforms. Implementation must include full data migration (5 years of historical transactions, significant data cleansing), business process analysis, system configuration, user acceptance testing, training, change management, and minimum 60-day post-implementation hypercare support. The Town processes over 25,000 annual accounts payable transactions, 24,000 receivable transactions, and manages approximately 23,000 utility billing accounts. Pricing must be submitted using the standardized Exhibit B workbook, reflecting total cost of ownership over five years, with firm pricing valid for a minimum of 120 days. Evaluation occurs in two phases: Phase 1 (100 points) covers functional fit, technical compatibility, proposal completeness, implementation approach, vendor experience, and cost; Phase 2 (100 points) assesses live demonstrations, reporting, usability, integration effectiveness, implementation practicality, and strategic fit. A non-mandatory pre-proposal conference is scheduled for June 11 at 10:00 AM EST via Microsoft Teams. Written questions are due June 24, 2026. Shortlisted vendors will be notified by August 10, 2026, conduct demonstrations between September 8–18, 2026, and the final award decision is targeted for September 30, 2026.
