About this opportunity

The County of San Diego Department of Public Works is requesting quotes for inspection, maintenance, verification, and repair services for Automated Weather Observing Systems (AWOS) and Air Traffic Control Tower (ATCT) equipment at four county-operated airports, with quotes due September 4, 2026 at 5:00 p.m.

Contractors must hold specific certifications: an FCC-issued Radio Telephone License, Harris VCCS-CE training certification, CM-200 radio training, and FAA verification authority for All Weather Inc. Series 3000 AWOS or Vaisala Inc. Model V-C AWOS systems. All personnel accessing county facilities must complete background investigations and security clearance requirements within 30 days of contract execution, at the contractor's expense.

Services span four locations: Ramona Airport, Gillespie Field, Borrego Valley Airport, and Fallbrook Community Airpark. At Ramona, the scope includes one annual ATCT equipment inspection covering VHF transmitters and receivers, console positions, voice switch systems, and related equipment. At the three other airports, contractors must complete one annual FAA verification and two semi-annual inspections of AWOS systems. Routine services are estimated at two annual visits per location. Non-routine, as-needed repairs and maintenance are billed on a time-and-materials basis with a required 24-hour response time. The pricing schedule template estimates 100 hours of on-site work and 20 hours of travel time for non-routine services across all locations. All work must comply with FAA Advisory Circular 150/5220-16 and FAA Order 6700.2. Contractors must maintain complete service logs and FAA logbook entries.

The initial contract term runs December 1, 2026 through November 30, 2027, with four one-year optional renewal periods extending through November 30, 2031. Compensation follows a County-approved payment schedule; pricing must be fully burdened, including vehicle expenses, parking, tolls, materials, travel, telecommunications, and security badging. The County reserves the right to award to one or multiple qualified offerors based on technical merit, experience, capacity, price, and overall value. Questions are due August 20, 2026.
