About this opportunity

The United States Merchant Marine Academy is requesting quotes for asbestos abatement and regulated drilling at Bland Memorial Library under a Total Small Business Set-Aside, with quotes due July 17, 2026. Only small businesses qualify.

The scope covers ACM-regulated drilling and anchor installation within approximately 30 square feet beneath existing carpet: drilling twenty-four 1/2-inch diameter holes and sixteen 1/4-inch diameter holes through asbestos-containing materials, followed by installation of corresponding drop-in anchors (1/2-inch and 1/4-inch) to secure security gate infrastructure. Work must be completed within two working days of Notice to Proceed. The contractor shall provide all labor, supervision, equipment, materials, and incidentals.

The contractor must hold valid New York State Asbestos Contractor and Supervisor licenses and submit a Site-Specific Asbestos Work Plan, worker training certifications, equipment laboratory testing documentation confirming HEPA capability (0.3 microns at 99.97% efficiency), and final waste manifests from an NYS-approved disposal facility. Work must comply with OSHA Asbestos Standards (29 CFR 1926.1101 and 1910.1001), EPA NESHAP (40 CFR Part 61, Subpart M), New York State Industrial Code Rule 56, and Davis-Bacon and Related Acts requirements. Because USMMA is listed on the National Register of Historic Places, all work must conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties and Standards for Rehabilitation (36 CFR parts 67.7 and 68).

Final clearance sampling by an academy-awarded monitoring contractor requires 70 structures per square millimeter or lower and 0.01 fibers per cubic centimeter or lower; if standards are not met, the contractor must reclean until criteria are achieved. Work is located in Kings Point, New York (Nassau County).
