About this opportunity
The Housing Authority of the City of Camden is requesting proposals from qualified architectural and engineering firms for design, engineering, and construction administration services on an indefinite-quantity, task-order basis with a one-year contract term, with proposals due September 23, 2026 at 2:00 p.m. EST.
The scope encompasses site evaluations, design and engineering, construction document preparation, cost estimation, contractor selection assistance, shop drawing review, construction administration, and physical needs assessments for commercial and residential development and modernization projects. Required disciplines include architecture, landscape architecture, mechanical and electrical engineering, and structural engineering. Project budgets range from $20,000 to $10 million. The firm must demonstrate a minimum of five years' experience providing architectural and engineering services to housing authorities and submit three professional references.
The HACC may award contracts to multiple qualified firms. Compensation is provided on a blended hourly rate basis; respondents must submit detailed hourly rates for all personnel classifications (principal, project architect, engineer, designer, CAD technician, administrative support, and others). The HACC will not reimburse incidental expenses but may consider reimbursement for extraordinary expenses upon Board recommendation.
Evaluation uses a 100-point scale: Management Criteria (40 points) covering business organization, staff qualifications and experience, and firm capacity; Technical Criteria (40 points) covering methodology, relevant experience with housing authorities, and knowledge of HUD regulations; and Cost Criteria (20 points).
All respondents must comply with New Jersey prevailing wage requirements and affirmative action regulations. Professional liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate naming the HACC as additional insured is required. Questions are due September 16, 2026 at 10:00 a.m. EST. Contract award is anticipated following evaluation, with performance commencing no later than ten days after issuance of a purchase order, contingent upon receipt of required bonding, insurance, and affirmative action documentation. The contract is funded through grants from the U.S. Department of Housing and Urban Development.
