SCOPE OF SERVICE
PURPOSE
The Housing Authority of the City of Camden (HACC) is soliciting proposals from qualified architectural/engineering (A/E) firms to provide architectural and engineering (A/E) services for commercial and residential development and modernization under an indefinite-quantities contract for one year.
It is HACC’s intention to utilize this contract to procure various A/E services on a task order basis for currently undefined projects that have budgets as little as $20,000 and as much as $10,000,000.
HACC reserves the right to create a list of qualified A&E firms and select more than one firm under this solicitation to provide these A/E services. The firm or firms awarded a contract will be prohibited from participating in other HACC solicitations for related architectural and engineering work during the term of the contract if that work is determined by HACC to result in an organizational conflict.
SCOPE OF SERVICES
The selected firm or firms must have experience in commercial (retail, office, etc.) and affordable residential development and rehabilitation; and be licensed in the state of New Jersey. The firm(s) will be required to carry out a range of A/E services for residential and commercial development and modernization, which will generally include but limited to:
1. Evaluating the existing conditions;
2. Providing A/E services for design of the planned physical improvement and development;
3. Preparing construction plans and specifications;
4. Preparing and completing costs estimates on the proposed work;
5. Assisting in the issuance of Invitation for Bids for construction contractors;
6. Advising and assisting HACC in the selection of a contractor or contractors to carry out the construction needed for the project;
7. Reviewing shop drawings, catalog cuts or other construction contractor submittals for approval or recommendation for any other appropriate actions;

This work is funded by grants made available to HACC from the U.S. Department of Housing and Urban Development.
Description of A/E Services Required
HACC anticipates utilizing this contract to procure A/E services for various undefined capital improvement and new construction projects. The work could take place at any or all of its public housing developments, administrative facilities and other yet to be defined sites. Once the contract has been awarded the A/E firm(s) will be “on-call” to provide those services for a period of one year.
During that period, the HACC will issue competitive Task Orders to the qualified A/E firm(s) who is selected from this process from time to time, which will describe individual projects and the types of
A/E services required. HACC will also request a price proposal for the work. Each Task Order will be negotiated on an individual basis and once an agreement is reached, a Notice to Proceed will be issued, with respect to the individual task order.
The A/E firm will be expected to provide any of the following types of architectural and engineering services for both new construction and modernization projects to HACC during the term of the contract.
• Architecture (Commercial & Residential)
• Landscape Architecture (Commercial & Residential)
• Mechanical / Electrical Engineering (Commercial & Residential)
• Structural Engineering (Commercial & Residential)
The above services include but are not limited to: office and retail space; multi-family and single family; and, homeownership and rental.
For each Task Order, the A/E will perform all of the services as described in “HUD 51915, Model
Form of Agreement Between Owner and Design Professional” This document can be found in
Appendix A.
Procedure for Issuing Task Orders
HACC will issue each competitive Task Order to the qualified A&E firms selected through this process by email or by memorandum sent by email to outline the project requirements. The HACC reserves the right to seek competitive bids (price proposals) for Task Orders from those on the qualified lists of firms. Based on the information included in the Task Order, the A/E will, within five business days or less as specified in the Task Order, submit a written proposal, which shall include a description of the services; a completion schedule; and a list of personnel and sub-consultants assigned to the project. The submission shall also include a price proposal listing by phase each employee and sub-consultant; the number of hours they will work; their hourly rates as established in the contract; and the total cost for each. Price shall be calculated by multiplying the proposed number of hours for each employee and sub-consultant by the established hourly rates and adding the totals. This contract will not allow any reimbursable costs other than those previously approved by the Housing Authority in writing.
HACC will review the proposal(s) and may enter into discussions with the A/E, if the scope and price are found to be unacceptable. When an agreement has been reached on the services to be performed, period of performance and the total price, a Notice to Proceed will be executed authorizing the A/E to begin the work.
Additional Data
Additional information that the auditing firm deems appropriate to assist in evaluating the proposal should be submitted.
