About this opportunity
The Georgia Department of Transportation is soliciting Statements of Qualifications under RFQ 484-1123 for statewide on-call roadway design services, with written questions due November 5, 2026 at 2:00 p.m. Eastern and qualifications due November 23, 2026 at 2:00 p.m. Eastern. The proposed consultant team must collectively hold GDOT Area Class prequalifications in Highway Design/Roadway (categories 3.01-3.09 and 3.12-3.13) and Erosion and Sedimentation Control (categories 9.01-9.02), with a designated Roadway Design Lead as key team leader. The source indicates no set-asides.
Scope covers task-order work spanning project management, concept-phase deliverables (roundabout feasibility studies, concept reports, capacity analysis), preliminary plans (geometry, pavement, drainage, signing and marking, utility, and retaining wall envelopes), final plans, right-of-way plans, and as-built revisions. All work must comply with the GDOT Design Policy Manual and AASHTO standards. GDOT will award one on-call Indefinite Delivery/Indefinite Quantity contract with a term of up to five years, a minimum value of $25,000, and a maximum value of $5 million. Task orders may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit, or Specific Rate of Compensation. Indirect cost rates for prime and subconsultants are capped at 150% under FAR cost principles (48 CFR 31). The contract is funded with state funds.
Phase I, weighted at 60%, evaluates project manager and key personnel experience (30%), additional resources and challenges (20%), and prime consultant past performance (10%). Phase II, weighted at 40%, evaluates the technical approach to contract management, subconsultant coordination, staffing, risk management, and application of experience. Shortlisted firms will submit Phase II Technical Approaches on dates GDOT will determine.
