About this opportunity

The Georgia Department of Transportation (GDOT) is requesting qualifications for three separate on-call Indefinite Delivery, Indefinite Quantity (IDIQ) environmental support services contracts under RFQ-484-081726, with Statements of Qualifications due August 17, 2026. Current GDOT prequalification in specified Area Classes is a mandatory eligibility requirement for each contract.

Contract 1 (NEPA, Air Quality, Noise and Public Involvement) requires prequalification in Documentation, Air Studies, Noise Studies, and Attitude/Opinion/Community Value Studies. Contract 2 (Cultural Resources) requires Documentation, History, and Archaeology. Contract 3 (Ecology) requires Documentation, Ecology, Freshwater Aquatic Survey, and Bat Surveys. All proposed teams must comply with GDOT conflict-of-interest policies, including a one-year restriction on former GDOT employees working on contracts where they had prior direct involvement.

Scope encompasses quality assurance reviews of environmental documents in compliance with federal and state environmental laws; tracking environmental task status against project schedules; updating GDOT databases; coordinating with state and federal agencies; managing staff onboarding and offboarding; and conducting public outreach activities.

Contract 1 and Contract 2 each carry a minimum value of $25,000 and maximum value of $35 million. Contract 3 carries a minimum of $25,000 and maximum of $40 million, with contract terms of up to five years. Compensation may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation, to be negotiated following selection. Firms must maintain current accounting systems compliant with 48 CFR Part 31 and submit yearly CPA overhead audits if aggregate contract amounts exceed $250,000.

Evaluation occurs in two phases: Phase I evaluates project manager and key team leader qualifications (30%), additional resources and challenges (20%), and past performance (10%); Phase II evaluates technical approach (40%) for shortlisted finalists. Written questions are due August 3, 2026 at 2:00 PM (Atlanta time). Submissions must be made electronically as PDF documents via the designated submission portal.
