About this opportunity

The Georgia Department of Transportation (GDOT) is requesting Statements of Qualifications for Construction Engineering and Inspection services on three state highway intersection projects in Barrow County (SR 8/SR 316/US 29 @ SR 211, SR 8/SR 316/US 29 @ CR 55/Jimmy Daniell Road, and SR 316 @ CR 74/Kilcrease Road) under RFQ 484-081726, with SOQ submissions due August 17, 2026 at 2:00 PM.

GDOT has imposed a restricted-firm list: HNTB Corporation, Blue Cypress Consulting LLC, Epic Insurance Brokers & Consultants, Grice Consulting Group LLC, JAT Consulting Services Inc., Lucie Content, Platinum Geomatics LLC, RKUA LLC, Rohadfox Construction Control Services Corporation, Southeastern Engineering Inc., and United Consulting are ineligible to respond. All prospective respondents must hold GDOT prequalification in specific Area Classes: Field Testing of Roadway Construction Materials (prime required), Construction Supervision (prime and team required), Rainfall and Runoff Reporting (team required), and Field Inspections for Compliance of Erosion and Sedimentation Control Devices Installation (team required).

The scope is 100% frontline CEI services including contract administration, construction inspection, quality assurance, materials sampling and testing, documentation, and general contract compliance for highway and bridge construction projects. GDOT anticipates awarding a single multi-phase, project-specific contract.

Phase I evaluation (consultant project manager qualifications at 30%, additional resources and challenges at 20%, prime consultant experience and past performance at 10%) will shortlist at least three qualified firms. Phase II evaluation of shortlisted firms focuses on technical approach (40% weight) and may include presentations or interviews at GDOT's discretion. Contract duration extends until successful project completion. Compensation will be negotiated post-award using options including lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation. If satisfactory terms cannot be reached with the highest-ranked firm, GDOT reserves the right to proceed with the next-ranked finalist. Written questions are due August 3, 2026 at 2:00 PM. The project is funded through federal and state highway construction funds.
