About this opportunity
The Georgia Department of Transportation (GDOT) is soliciting qualifications for Steel Fabrication Inspection and Testing Services under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, with statements of qualifications due July 24, 2026 at 2:00 PM Eastern Time.
GDOT will award a single IDIQ contract with a minimum contract value of $25,000 and a maximum of $8,000,000 over a one-to-five-year term. The scope encompasses shop inspections, non-destructive testing, coatings inspection, and qualified products list management for structural steel fabrication used in highway, railway, and pedestrian bridges; steel and aluminum lighting standards; traffic signal structures; and sign structures. Work is performed on an on-call basis with indefinite quantities, with GDOT issuing task orders as needed.
Required qualifications include a Project Manager holding a Professional Engineer license; an on-site Technical Site Engineer (TSE) Liaison functioning as Assistant PM; Certified Welding Inspectors (CWI); Non-Destructive Testing Level II and III certified inspectors; and Senior Certified Coatings Inspectors. Compensation may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation.
The selection process is two-phase. Phase I (60% weight) evaluates Project Manager and Key Team qualifications (30%), Additional Resources and Approach (20%), and Prime Consultant Experience and Past Performance (10%). Phase II (40% weight) evaluates Technical Approach. A minimum of three qualified firms will be shortlisted for Phase II evaluation, and GDOT will negotiate contract terms with the highest-ranked firm. Written questions are due July 10, 2026. Respondents must submit current project evaluation forms demonstrating past performance on similar projects and comply with strict page limitations and formatting requirements specified in the RFQ.
