About this opportunity

The Georgia Department of Transportation (GDOT) is soliciting qualifications for on-call Indefinite Delivery, Indefinite Quantity (IDIQ) consultant services to provide Special Drainage Studies in Districts 3, 6, and 7, with qualifications due June 15, 2026 at 2:00 PM Eastern Time. Addendum No. 1, issued May 20, 2026, clarifies cover-page requirements (districts rather than counties) and confirms that evaluation forms from agencies other than GDOT are acceptable for documenting past performance.

The scope encompasses hydraulic and hydrologic analysis and design using one- and two-dimensional modeling; scour analysis; water quality and sediment loss studies; flooding and stream restoration analysis; construction plan preparation; environmental studies under NEPA; air quality, noise, and ecology assessments; archaeological surveys; freshwater aquatic surveys; soils and foundations analysis; peer reviews; erosion and sedimentation control planning; technical writing; litigation assistance; federal agency coordination (particularly U.S. Army Corps of Engineers Section 408 applications); and design variance and exception support.

Prime consultants must maintain current GDOT prequalification in multiple Area Classes: environmental documentation and studies, roadway design (rural and urban), hydraulic and hydrological studies, surveying disciplines, utility engineering, soils survey and geological studies, and erosion and sedimentation control. All responding firms must comply with GDOT audit and accounting requirements under 48 CFR Part 31.

The IDIQ contract carries a minimum award of $25,000 and a maximum of $10,000,000 over up to five years with possible renewal. Compensation may be structured as lump sum, cost plus fixed fee, cost per unit of work, or specific rate. Selection occurs in two phases: Phase I weights project manager and key team leader experience (30%), additional resources and challenge management (20%), and prime consultant past performance (10%); Phase II, for at least three shortlisted firms, evaluates technical approach (40%) and may include presentations or interviews. Written questions were due May 19, 2026. All submittals must be electronic PDFs submitted through the GDOT online solicitation portal with a signed acknowledgment of Addendum No. 1 attached to Phase I submissions. Contact Tori Butler (tbutler@dot.ga.gov) for clarification.
