About this opportunity
This is a Request for Qualifications (RFQ) issued by the Georgia Department of Transportation (GDOT) seeking qualified consultant firms to provide Drainage Analysis Inventory and Inspection Services (DAII) across the state's maintained transportation network. The procurement requires comprehensive drainage infrastructure assessment of approximately 55,419 drain structures, including drains, culverts, and conveyances, along 32,512 centerline miles, with Level I inspections to be completed within 18 months and all inventory data delivered within 24 months of the Notice to Proceed. The resulting contract will be an On-Call Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with a maximum five-year term, and GDOT will select at least three qualified consultants in Phase I evaluation, with finalists proceeding to Phase II technical approach evaluation before final award to the highest-ranked firm. Qualified respondents must demonstrate current GDOT Area Class prequalifications in Hydraulic & Hydrological Studies (Roadway), Engineering Surveying, Hydraulic & Hydrological Studies (Soils & Foundation), and Construction Supervision, and must provide qualified personnel including a Project Manager, Quality Control Engineer, Senior Inspectors, and Inspectors with specific education and experience requirements. Deliverables include daily records and weekly progress reports, compliance with OSHA confined space requirements, personnel equipped with sub-meter GNSS devices, and integration with GDOT's Statewide Stormwater Field Maps application for data collection and reporting. Written questions are due April 28, 2026, at 2:00 PM, and Statements of Qualifications must be submitted by May 6, 2026, at 2:00 PM. The RFQ was advertised on April 21, 2026, and evaluation will be based on consultant qualifications, management capability, technical approach, and past performance using Legacy Evaluation Forms and Local Administered Project (LAP) Evaluation Forms that assess resource management, scope adherence, communication, timely delivery of deliverables, invoice quality, and budget compliance on a five-point rating scale.
The RFQ does not specify set-aside designations or restrictions limiting responses to particular enterprise types, and no incumbent vendors or current contractors are identified in the procurement documents. Successful contractors must integrate their operations with GDOT's existing Stormwater System Inspection and Maintenance infrastructure, which operates under the National Pollutant Discharge Elimination System (NPDES) Stormwater Municipal Separate Storm Sewer System (MS4) Permit GAR041000 (effective January 3, 2022, through January 2, 2027), and must utilize the Statewide Stormwater Field Maps application developed by GDOT for ArcGIS-based field inspection data collection, including mapping stormwater structures and conveyances, recording structural condition assessments, and documenting maintenance activities. Compensation structure may be arranged as lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation, with indirect cost rates for prime and sub-consultants limited to a maximum of 150 percent in accordance with Federal Acquisition Regulation (FAR) cost principles (48 CFR 31). The contract amount ranges from a minimum of $25,000 to a maximum of $10,000,000, providing substantial opportunity for significant engagement depending on scope expansion and performance. GDOT reserves the right to reject any or all qualifications submissions and to waive technicalities at its discretion.
