About this opportunity

The Massachusetts Department of Public Health, Bureau of Climate and Environmental Health, is requesting proposals on EPHT Mentorship of an Unfunded Jurisdiction Project Support (RFQ 27PRF7600927), with responses due August 21, 2026 at 4:00 p.m., and questions due August 14 at 12:00 p.m. This is a Small Business Purchasing Program procurement—SBPP-registered Massachusetts small businesses meeting best-value criteria receive award preference.

The scope comprises five tasks: stakeholder engagement and needs assessment with the Massachusetts Epidemiologists Collaborative; resource planning and design; development of a cancer incidence data interpretation guide for local health officials; creation of communication resources and templates; and assessment of existing data visualization tools with recommendations. The contractor will engage approximately 10 members from the Collaborative's 40-member roster over an estimated 3–4 meetings, with an additional 2–3 informational sessions as needed; all sessions are acceptable in virtual format. The final guide format will be determined through stakeholder feedback and may be a document, web content, or other practical tool. The contractor must coordinate one hour weekly with MDPH and provide monthly progress updates.

The estimated contract value is $75,000, with a one-year performance period from September 1, 2026 through July 31, 2027. Federal funds support this engagement. The contract will execute via DocuSign upon full execution; the September 1 start date is subject to adjustment based on contracting timelines.

Evaluation criteria include relevant experience with public health projects and state agencies, project understanding, approach and methodology, facilitation and stakeholder engagement capacity, resource development expertise, quality of previous work (work samples may be submitted as attachments without counting toward the 15-page limit), project management capability, and cost reasonableness. Proposals must include a narrative addressing experience, a detailed workplan with timeline, project management approach, and a line-item budget correlating costs to tasks.

Awardees must register with SAM.gov to receive federal funds, comply with CORI background check requirements, maintain fraud risk management policies, and adhere to mandatory confidentiality and data-security protocols for handling protected health information and personal data.

An Intent to Award Notice issued September 9, 2026, identifies Casey Hall Training Associates as the selected vendor.
