About this opportunity
Pikes Peak State College (PPSC) in Colorado is soliciting qualifications under RFQ 2768 to establish a pre-qualified pool of up to three architectural and engineering firms for as-needed design services, with submittals due November 12, 2026 at 2:00 p.m. Mountain Time. Eligibility is restrictive: firms must maintain an office within 80 miles of PPSC's Centennial Campus, have a principal architect registered in Colorado, have no prior termination by the State for non-performance, and have operated under the same name for at least two years. Colorado labor must perform at least 80% of the work under state public works requirements, and preference is given to Colorado resident vendors and Colorado labor.
Scope covers building renovations, space modifications, facility improvements, and parking lot upgrades across PPSC's four Colorado Springs campuses. Assignments range from minor interior renovations to multi-room renovation and infrastructure projects with total budgets between $50,000 and $1,000,000, delivered through Design/Bid/Build. For projects meeting the Buy Clean Colorado Act threshold of $500,000 or more in construction costs, the designer must specify Environmental Product Declarations for eligible materials that meet maximum global warming potential limits set by the Office of the State Architect. Firms may identify professional licensure and registrations, LEED AP, CEM, commissioning, PMP, and CSI credentials held by key team members.
Compensation is negotiated project by project, and no pricing terms are set in the solicitation. The initial pool term is two years with no guaranteed minimum work volume. Selected firms will execute project-specific agreements on the State's SC-5.2 Architect/Engineer form.
Evaluation proceeds in two steps: written submittal evaluation (Step I), then oral interviews (Step II), anticipated the week of December 3, 2026 at Centennial Campus. Criteria emphasize consultant team qualifications and experience with PPSC, firm management and response capability, prior project experience with references, project management approach including budget and quality control, and work location proximity to campus locations. A mandatory pre-submittal conference is part of the schedule, and selection will be announced by December 11, 2026, with services anticipated to start January 1, 2027.
Submit a single electronic package in accessible PDF format to procurement.bid@pikespeak.edu. Submissions must not be uploaded through ColoradoVSS, and hard copies are not required. Resumes count toward the page limit, while section dividers and tables of contents do not.
