About this opportunity

The Massachusetts Board of Library Commissioners is requesting quotes for strategic planning consultant services under Statewide Contract PRF76 Category 2, with responses due July 22, 2026 at 11:00 a.m. and online questions due July 14, 2026 at 5:00 p.m. Eligibility is restricted to vendors currently registered on the PRF76 statewide contract; a Small Business Purchasing Program award preference applies to qualifying Massachusetts-based small businesses meeting best-value criteria.

The consultant must review and analyze data from statewide focus groups, surveys, and Commissioner focus groups to develop a comprehensive five-year strategic plan (FY2026–FY2030) and a detailed Year 1 implementation plan. Deliverables include an annotated draft strategy, an annotated draft strategic plan with priority issue identification, and a final report with meeting summaries and implementation benchmarks. All deliverables must comply with WCAG 2.2 AA accessibility standards and be provided in both Word and PDF formats. The consultant must have documented experience consulting on strategic plans with at least five public libraries and/or state library agencies; all assigned staff must possess this qualification.

The maximum estimated contract value is $10,000 on a project-based, all-inclusive fee basis covering all related costs, overhead, and administrative expenses. The contract runs from August 1, 2026 through October 31, 2026 with no renewal options. Payment is structured in four equal 25-percent milestone payments tied to specific deliverables. Vendors must provide detailed itemized pricing broken down by service components including data analysis, planning services, and meeting leadership services.

Evaluation criteria are narrative proposal (40 points), cost proposal (20 points), samples of work (20 points), and business references (20 points). The MBLC reserves the right to award to one or multiple contractors. Submission requires a completed checklist, narrative and performance specifications, cost proposal, business reference form, and Prompt Payment Discount form, all with specified file naming conventions submitted through COMMBUYS.
