About this opportunity
Camino Real Community Services (CRCS), a nonprofit mental health and intellectual disability services provider across nine South Texas counties, is requesting qualifications for a comprehensive Facilities Feasibility Study and 15-Year Facilities Master Plan, with responses due October 2, 2026 and the Q&A period closing September 25.
The scope spans project initiation and management; existing conditions assessment of CRCS's owned and leased facilities; service area and demand analysis; space needs assessment across three planning horizons (0–5 years, 5–10 years, and 10–15 years); feasibility study evaluating six options from renovation to new construction; and comprehensive stakeholder engagement including executive interviews, staff focus groups, planning workshops, community input sessions, and surveys. Proposers must demonstrate a minimum of three years of continuous business operation, satisfactory performance records, and integrity in similar planning services, preferably for government agencies or nonprofit entities in Texas.
Evaluation criteria weight the proposed team at 65 percent (including firm information, key staff experience, past studies, and quality of services) and references at 10 percent, with additional weight allocated to other factors. Proposers must carry general liability coverage of $1 million per occurrence, automobile coverage of $1 million, workers compensation of $1 million, and professional liability/errors and omissions insurance of $1 million. All respondents must complete conflict of interest questionnaires, lobbying certifications, and assurances of nondiscrimination, regulatory compliance, and absence from debarment lists. CRCS is subject to Texas law and the Texas Tort Claims Act. Responses must be submitted to gabrielp@caminorealcs.org or mailed to CRCS administrative offices in Lytle, Texas. Executive Council review is scheduled for October 20, 2026, and Board approval is targeted for October 30, 2026.
