About this opportunity

Clackamas County, Oregon is issuing Request for Quotes (RFQ) 2026-16 for on-call tree services to be provided across Clackamas County and affiliated entities including Water Environment Services, North Clackamas Parks and Recreation District, the Development Agency of Clackamas County, the Housing Authority of Clackamas County, and approved special districts and urban renewal agencies. The procurement encompasses a comprehensive range of arboricultural services including tree dropping, complete tree removal, tree trimming, tree climbing and rigging, stump grinding, and emergency response work in public right-of-ways, medians, parks, easements, and other county areas. Contractors must provide hourly rates for all service categories across each contract year and submit detailed qualifications including company experience, staff certifications, equipment inventory, and at least three references from the past three years. Prospective vendors must hold an active license with the Oregon Landscape Contractors Board at the time of quote submission and throughout the contract term. Quotes are due electronically via Bid Locker by April 9, 2026, at 2:00 PM PST, and all quotes remain binding for sixty days from the due date. Evaluation will be based on firm experience, staff experience, price, equipment capabilities, and references provided.

The procurement imposes specific insurance requirements that must be maintained throughout the contract term, including Commercial General Liability coverage of not less than $1,000,000 per occurrence with a $2,000,000 annual aggregate and Automobile Liability of not less than $500,000 per occurrence. Contractors bear full responsibility for all labor, materials, tools, equipment, permits, traffic control, debris removal, and site restoration in compliance with applicable local, state, and federal laws. No set-aside designations or disadvantaged enterprise restrictions are specified in the procurement documents. The resulting contracts will have a three-year term with a maximum contract amount not to exceed $150,000 per contract, and the county reserves the right to award multiple contracts based on operational needs. Work will be authorized through individual task orders, with non-emergency work requiring at least five business days' advance scheduling. The county retains the discretion to reject any or all quotes and conduct reference investigations prior to award.
