The procurement seeks on-call tree services including tree dropping, complete tree removal, tree trimming, tree climbing and rigging, stump grinding, and emergency response work across Clackamas County facilities and public right-of-ways. Contractors must submit hourly rates for all service categories and provide detailed qualifications including company experience, staff certifications, equipment inventory, and three references from the past three years. Quotes are due electronically via Bid Locker by April 9, 2026, at 2:00 PM PST. The resulting contracts will have a three-year term with a maximum contract amount not to exceed $150,000 per contract, and the county reserves the right to award multiple contracts based on operational needs.
Prospective vendors must hold an active Oregon Landscape Contractors Board (LCB) license at the time of quote submission and throughout the contract term; however, Oregon Construction Contractors Board (CCB) licenses are also acceptable. Contractors must maintain Commercial General Liability coverage of not less than $1,000,000 per occurrence with a $2,000,000 annual aggregate and Automobile Liability of not less than $500,000 per occurrence throughout the contract term. Contractors bear full responsibility for all labor, materials, tools, equipment, permits, traffic control, debris removal, and site restoration in compliance with applicable local, state, and federal laws. Non-emergency work requires at least five business days' advance scheduling. All quotes remain binding for sixty days from the due date, and evaluation will be based on firm experience, staff experience, price, equipment capabilities, and references provided. The county reserves the right to reject any or all quotes and conduct reference investigations prior to award.

REQUEST FOR QUOTES #2026-16
On-Call Tree Service
RESPONSE TO CLARIFYING QUESTIONS
March 26, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.
1. While reviewing RFQ #2026-16, I noticed the requirement for an Oregon Landscape Contractors Board license in Section 3.2(A)(1).
Given the scope includes tree removal, stump grinding, and work within public right-of-way areas, I wanted to confirm whether the County intends LCB licensure alone to cover all aspects of the work, or if an Oregon CCB license is also expected or applicable depending on the task.
Answer: Oregon Construction Contractors Board (“CCB”) licenses are acceptable. Quoters must be actively licensed at the time of quote submission and throughout the contract term.
