About this opportunity

Okeechobee County, Florida, has issued Request for Qualifications (RFQ) #2025-11 seeking professional engineering consulting firms to serve as General Consultant for the Okeechobee County Airport. The procurement solicits comprehensive airport planning, design, and support services, including civil engineering design, airfield design, environmental design, utilities and infrastructure design, surveying, and existing condition assessments. Proposing firms must demonstrate successful completion of similar projects within the past 5 years and familiarity with FAA and FDOT requirements. The evaluation criteria will allocate 30% to ability to perform services, 30% to firm information, 30% to team composition, and 10% to required forms. Proposals are due on July 22, 2025, at 3:00 PM EST, with firms required to submit five total copies (one original and four copies) plus a PDF version on a flash drive, with proposals not exceeding 15 pages plus resumes and Standard Form 330 attachments. Services may encompass technical studies, permitting, construction administration, resident engineering, and coordination with agencies including FAA, TSA, FDOT, SFWMD, and USACOE.

The RFQ indicates that Okeechobee County is an Equal Employment Opportunity Employer, suggesting potential opportunities for diverse vendor participation. While no specific set-aside designations or disadvantaged enterprise requirements are explicitly outlined, the county reserves the right to reject any and all proposals and will be the sole judge of its best interests in the selection process. Insurance requirements include professional liability coverage of $2,000,000 and general liability coverage of $1,000,000. The contract term may be renewable for up to two additional one-year terms, providing potential long-term engagement for the selected consulting firm. Although a specific budget range is not detailed, the comprehensive scope of services suggests a significant professional services contract. The RFQ documents can be downloaded from the county's website under the Bids and Proposals tab, and interested firms are encouraged to review the full documentation for complete details on submission requirements and project expectations.
