About this opportunity

Hays County, Texas is issuing a Request for Qualifications (RFQ) to develop a pool of grant writing and management firms. The selected firms will assist the County in applying for and managing various state and federal grant programs, including FEMA Hazard Mitigation, Texas Community Development Block Grants, Texas Water Development Board Grants, Texas Parks and Wildlife Grants, and programs under the Infrastructure Investment and Jobs Act. The scope of services includes grant writing, application preparation, financial analysis, compliance management, and contract closeout assistance. Qualified firms must have at least 5 years of experience providing similar services to government entities, as well as personnel with experience in transportation grant applications. The County will evaluate proposals based on the firm's experience, capacity, and disciplinary history. Proposals are due by February 29, 2024 at 11:00 AM Central Time, and the initial contract term will begin in April 2024.

The RFQ does not specify a limit on the number of service providers to be selected, and the term length will vary depending on the specific grant requirements. The County does not currently use a specific software application for grant management, and has allocated funds for these services in the current fiscal year. The County will consider HUB (Historically Underutilized Business) participation and does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or contracting. The County currently has two pending grant applications in the Transportation Department, and potentially more countywide.
