Phase I evaluation weights Project Manager and Key Team Leader(s) qualifications at 30%, Prime's Experience and Qualifications at 30%, and Resources and Workload Capacity at 20%. Three to five finalists will advance to Phase II, due November 20, 2026 at 2:00 PM EST, where Technical Approach — Suitability receives 40% weight and Past Performance receives 10%. No cost submission is required for Phase I or Phase II; offerors submit $0.01 as a placeholder. Final pricing is negotiated upon selection. A solicitation conference is scheduled for September 15, 2026. Required submissions include OCC documentation, FTA Federal Clauses, Georgia Security and Immigration Compliance Act Affidavit, references from at least three similar prior projects, Attestation of Financial Capability, proof of insurability, and Phase I proposals.
