About this opportunity

The Atlanta Regional Commission (ARC) is requesting proposals for digital and app-based geographic and road safety information platforms to support the Safe Streets and Roads for All (SS4A) program across three Metro Atlanta communities, with proposals due June 11, 2026 and questions due May 20, 2026. ARC site registration and application approval must be completed prior to proposal submission.

The scope encompasses designing, developing, and delivering web or app-based platforms to conduct community safety audits and collect road safety data from approximately 50 schools (expandable to 90) across Clayton County, Spalding County, and the City of Brookhaven. Core deliverables include planning and outreach for bike safety audits, data collection and analysis, project administration, monthly reporting, and financial documentation. The platform must capture geospatial data and safety information from family bike safety audits and transfer all relevant data and materials to ARC upon contract conclusion. The selected consultant will coordinate with schools and local stakeholders and work with the contractor selected for RFP 539 to ensure alignment. Platforms may be deployed as Software-as-a-Service if compliant with FedRAMP-Moderate AWS GovCloud or equivalent federal cybersecurity standards, and all work must comply with Presidential Policy Directive 21 and the National Security Presidential Memorandum on Improving Cybersecurity for Critical Infrastructure Control Systems. Documentation must be retained for seven years from award.

The anticipated contract value is $180,000 with a 20-month term from July 1, 2026 to January 31, 2028. Primary funding flows through the U.S. Department of Transportation's SS4A program, supplemented by matching funds from participating localities. Award is contingent upon ARC receiving adequate federal funding.

Evaluation weighs related experience and qualifications (40%), technical approach (40%), work plan and schedule (10%), and proposed budget (10%). Interviews with short-listed firms are scheduled for the week of June 22, 2026, with award anticipated in late June 2026. ARC reserves the right to award all or part of available funds and to make award decisions on initial proposals without conducting interviews. Proposals must not exceed 10 pages and must be submitted electronically in Microsoft Word or PDF format with minimum 11-point font.
