About this opportunity

The City of Thomson, located in Georgia's Madison County, is seeking competitive sealed proposals for RFP24-012 Debris Removal Services, a pre-event disaster response contract for on-call professional debris management services. The procurement aims to establish an annual contract with a qualified contractor capable of facilitating and coordinating comprehensive debris removal, collection, and disposal following a disaster event. Key deliverables include removing debris from public properties and rights-of-way, eliminating hazardous trees and stumps, processing debris, and ensuring proper disposal of reduced materials. Contractors must provide all necessary materials and services to support the city's emergency response capabilities. The bid response is due on December 6, 2024, with a public bid opening scheduled for the same date, and the initial contract term will be 12 months with four optional 12-month renewal periods. Evaluation criteria will emphasize not just pricing, but overall responsiveness, compliance with specifications, and demonstrated capability to support emergency debris management. Contractors are required to submit a 110% Performance Bond and a 110% Payment Bond prior to contract execution.

The RFP does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the document references federal provisions related to contracting with small and minority businesses. The City reserves the right to award the contract to the firm presenting the most comprehensive and compliant proposal, with no guaranteed minimum contract value. While no incumbent vendors are mentioned, the solicitation emphasizes the critical role of private contractors in supplementing city staff and volunteer work crews during disaster recovery scenarios. The contract is designed to provide flexibility for the City to quickly mobilize debris removal resources in catastrophic events where internal resources might be limited or overwhelmed. Although no specific budget range is provided, the pre-event contract structure ensures no immediate costs to the City, with actual expenditures dependent on the scale and nature of the disaster incident. Potential contractors should be prepared to provide comprehensive debris management services that can be rapidly deployed across Madison County's public infrastructure.

Opportunity text

The City of Thomson (City) is seeking competitive sealed proposals from qualified contractors to provide professional services on an on-call basis under an annual contract to facilitate and coordinate the removal, collection, and disposal of debris following a disaster. It is the intent to enter into a pre-event contract, which would result in no immediate cost to the City. The contractor shall provide all materials and services necessary for the performance of this RFP. The City does not guarantee a minimum value for this contract. This RFP will allow the City to be able to quickly begin any cleanup that will assist in alleviating the effects of such an event. The quantity and type of debris generated, its location, and the size of the area over which it is dispersed directly impact the type of collection and disposal methods used to address the debris problem, associated costs incurred, and the speed with which the problem can be addressed. In a major catastrophic disaster, the City may have difficulty locating staff, be understaffed, have problems locating equipment, and may have difficulty funding the debris removal in the short term as well as long term. Private contractors play a significant role in the debris removal, collection, reduction, and disposal process. Private contractors may be employed to supplement the efforts of the City and volunteer works crews. If it is determined that the available resources are insufficient to complete the debris removal process in a timely manner then the pre-selected private contractors may be utilized to perform all or parts of the clean-up. They will be advised and given explicit details as to the scope of their operations. The extent of their involvement will be dictated by the needs of the City and are incident-specific.
