About this opportunity
The Town of Farragut, located in Knox County, Tennessee, is seeking a qualified contractor to provide comprehensive fiber locating, emergency restoration, and maintenance services for its existing fiber optic infrastructure through RFP #2025-13. The procurement covers services for an approximately 30,000 linear foot fiber network connecting 26 traffic signals via 144-strand fiber optic cable, with potential future expansions to connect municipal parks. Key deliverables include utility field marking, emergency restoration, network inspection, splicing, construction, and maintenance services in compliance with Tennessee's Underground Utility Damage Prevention Act. The proposal evaluation will use a 100-point technical scoring system, with points allocated as follows: project understanding (35 points), government services experience (20 points), cost (15 points), and personnel/equipment qualifications (30 points). Proposals were originally due on March 4th, 2025, at 2:00 PM, but an addendum shifted the deadline to March 12th, 2025, at 10:00 AM, with proposals to be submitted to the Town of Farragut at 239 Jamestowne Blvd. The contract term is three years with two optional one-year extensions, and bidders are strongly encouraged to independently visit the work site to understand local conditions.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Two vendors submitted proposals: Lumin8 Transportation Technologies, LLC from Arvada, Colorado, and Global Communications & Professional Services from Knoxville, Tennessee. The town plans to award the contract to Global Communications and Professional Services Inc., located at 1725 Louisville Dr., Knoxville, TN 37921. The existing infrastructure includes a fiber network connecting municipal facilities such as Public Works, Farragut Community Center, Farragut Town Hall, McFee Parks, and Founder's Park. While specific budget ranges are not detailed, the proposal cost form includes comprehensive pricing structures for various services, including hourly rates for technicians, equipment operators, and skilled laborers across regular, after-hours, and emergency response times. The procurement will utilize Congestion Mitigation Air Quality (CMAQ) grant funding, indicating potential budget constraints and specific financial parameters for the project.
