About this opportunity
The Massachusetts Bay Transportation Authority is requesting proposals for fuel hedging services under RFP 122-26, with responses due November 19, 2026 at 2:00 p.m. via COMMBUYS. Bidders must demonstrate a minimum of ten years of demonstrated experience in fuel and/or energy commodity hedging.
The scope covers professional fuel hedging, market analysis and insights, risk management, hedge transaction execution and facilitation, post-execution confirmation and contracting support, reporting, and related consulting services. The MBTA currently hedges approximately 50% of budgeted annual fuel usage; FY2027 budgeted fuel usage is approximately 21 million gallons, resulting in a hedge volume of approximately 10.5 million gallons. Bidders must submit technical responses and separate price responses, including completion of required forms and proof of insurance meeting MBTA minimum requirements. Commercial General Liability Insurance minimum limits are $1 million per occurrence and $1 million annual aggregate; Workers' Compensation and Employers Liability Insurance minimums are $1 million per accident, $1 million per employee for disease, and $1 million disease aggregate. All insurance must be from Massachusetts Division of Insurance-licensed companies rated A- or better.
The initial contract term is three years, with MBTA holding the option to extend for up to two additional one-year renewal periods. The MBTA will evaluate proposals on a best-value basis considering technical merit and price, with evaluation criteria including bidder experience and qualifications, fuel hedging approach and transaction execution, market monitoring and analysis capabilities, and reporting and program administration responsiveness.
A pre-bid conference is scheduled for October 20, 2026 at 4:00 p.m. via Microsoft Teams. Questions are due October 30, 2026 at 2:00 p.m., with official answers published November 6, 2026 at 2:00 p.m. In-person or virtual presentations are estimated for December 1, 2026, with contract execution and service start estimated for December 31, 2026. The MBTA may award to one or multiple bidders at its sole discretion and does not encourage negotiation of standard contract terms.
