About this opportunity
The Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are seeking proposals for an Aftercare Resource Navigator Program across all judicial circuits in the state, with Leon County specifically identified. The program aims to increase positive outcomes for youth transitioning from residential commitment facilities by identifying resources, connecting youth and families with appropriate services, and providing comprehensive transitional planning. Providers will be responsible for delivering pre-release and post-release services to youth under Conditional Release, Post-Commitment Probation, and Direct Discharge status, with services continuing up to 210 days after release to ensure identified needs are addressed. The RFP requires providers to maintain a Community Resource Guide, deliver evidence-based services, and collaborate with department staff, facility staff, educational providers, and community partners. Proposals are due by November 6, 2024, with a mandatory Notice of Intent to Submit form required prior to the submission deadline. An Evaluation Team Debriefing Conference Call is scheduled for December 11, 2024, and the anticipated Notice of Intended Award will be issued on December 17, 2024. Technical proposal evaluations will cover 17 categories including management capability, program understanding, experience, service provision, and staffing.
The RFP includes tie-breaking preferences for specific business designations, including Drug Free Workplace, Certified Minority Business Enterprise (CMBE), Service-Disabled Veteran Business Enterprise, Florida-based businesses, and foreign manufacturers with Florida factories. Respondents must complete a Foreign Country of Concern Attestation form and demonstrate financial viability through D&B Business Information Reports or Financial Audits. While no points are awarded for the CMBE Subcontracting Utilization Plan, providers are encouraged to demonstrate diversity in their subcontracting approach. The total maximum annual contract amount is $13,216,650, distributed across judicial circuits with individual allocations ranging from $279,225 to $1,551,250 based on anticipated daily population. The contract term is set for January 1, 2025 through December 31, 2029, with potential renewal options. Pricing will be structured as a daily rate per youth served, with four service tiers ranging from $40.00 to $45.00 per day, depending on the complexity of services required.
