About this opportunity

The City of Meriden, Connecticut is requesting proposals to conduct a comprehensive audit of motor vehicles operating within municipal borders that are registered out-of-state or remain unregistered in violation of Connecticut General Statutes 12-71 and 14-12a, with proposals due October 30, 2026 under RFP027-31.

The scope requires the selected firm to audit out-of-state license plates of motor vehicles owned by Meriden residents, determine the validity of out-of-state registrations, identify vehicles kept in town but registered elsewhere, and compile findings in a format suitable for municipal grand list updates and tax assessment issuance. The contractor must identify vehicles registered outside Connecticut, unregistered vehicles, and any other taxable vehicles omitted from the Grand List to enable Meriden to add these properties to the local tax rolls and establish fair assessments. The primary objective is to recover lost tax revenue from non-compliant vehicles legally subject to municipal property tax.

The contractor must comply with all applicable Connecticut state laws and municipal ordinances, maintain appropriate professional liability insurance, and deliver audit results meeting municipal grand list and tax assessment standards. A professional services agreement template has been posted as an attachment governing scope, performance standards, compensation structures, insurance requirements, indemnification, confidentiality, and termination conditions.

The RFP documentation does not specify contract value, contract term, evaluation criteria, pre-proposal meetings, or question-submission deadlines. No incumbent contractor is identified.

Opportunity text

Meriden is seeking proposals from qualified vendors to conduct a comprehensive audit of vehicles operating within its municipal borders that are registered out-of-state, or have failed to register locally, in violation of Connecticut General Statutes (CGS) §12-71 and §14-12a. The primary goal of this initiative is to identify non-compliant vehicles legally subject to municipal property tax, establish fair assessments, and recover lost tax revenue for the municipality.

The City desires an external firm to audit out-of-state license plates of motor vehicles owned by residents of Meriden to determine their validity and to find and collect taxes on vehicles that are kept in town but registered elsewhere. Municipalities have the authority to add unregistered or out-of-state vehicles to their local grand tax lists as registering a vehicle out of state while residing in Connecticut to avoid local property taxes is considered tax evasion and is illegal under Connecticut state law.

The objective of this audit is to identify non-compliant vehicles, update municipal grand lists, and issue appropriate tax assessments. This includes vehicles registered outside Connecticut, unregistered vehicles, and any other taxable vehicles omitted from the Grand List.
