About this opportunity

The City of Meriden is requesting proposals for website redesign services under RFP027-06, with proposals due August 7, 2026 at 11:00 a.m. via the City eProcurement Portal, and a question deadline of July 31, 2026 at 4:00 p.m. ADA compliance is a priority requirement.

The scope encompasses a complete website redesign to enhance user experience, simplify content management, and improve citizen-centric information and customer service. The system must support decentralized content management, enabling individual departments to create and manage content under central administrator oversight while maintaining high design quality and visual appeal. The anticipated project completion date is June 1, 2027.

The contract structure is a lump-sum professional services agreement with a three-year initial term and options to extend for up to two additional one-year terms, not to exceed five years total. The successful proposer will be awarded via Purchase Order and Standard Professional Services Agreement, with monthly billing based on completed work subject to City approval and payment due within thirty days of invoice approval.

Evaluation is weighted as follows: qualifications of the firm and cost proposal (35 percent), demonstrated ability to meet project deadline and timeframe (15 percent), demonstrated ability and experience of key personnel (15 percent), similar projects completed within the past five years (20 percent), and references of past clients (15 percent). The City is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.

Insurance requirements include general liability coverage of $1,000,000/$2,000,000 aggregate, automobile liability at $1,000,000 combined single limit, workers' compensation at statutory limits with employers' liability of $1,000,000 per accident and disease policy limit, and professional liability/errors and omissions coverage of $2,000,000. The City must be named as Additional Insured on a primary and non-contributory basis (except workers' compensation), and all policies must include a Waiver of Subrogation. Carriers must hold a minimum AM Best's rating of A-VIII and be approved in Connecticut. Certificates of Insurance must be submitted prior to contract issuance, with replacement certificates provided at least 30 days before policy expiration. Proposals will not be accepted after the submission deadline regardless of technical difficulties, and no proposer may withdraw within 120 days of opening.
