About this opportunity
The Oregon Health Authority, Child, Family, Lifespan Behavioral Health Program is requesting proposals to develop and operate the Oregon Fidelity Wraparound Center for Excellence (FWC4E), an education, training, coaching, and technical assistance hub to enhance Fidelity Wraparound implementation statewide, with proposals due October 8, 2026 and questions due September 17, 2026.
The scope spans two phases. Phase I (January 1, 2027 through June 30, 2027, not-to-exceed $585,000) requires development of an organizational work plan with timelines and target outcomes; staffing identification for a FWC4E Director, three wraparound trainers (Care Coordinator, Family Support Specialist, Youth Support Specialist), three wraparound coaches, a data expert, and fidelity monitoring support; database acquisition and learning management system implementation; and 3–5 community engagement sessions. Phase II (July 1, 2027 through June 30, 2029, expected not-to-exceed $2.34 million) centers on certification and fidelity monitoring, training development and technical assistance, promotional video production, data collection and reporting, best practices guide maintenance, and hosting a statewide conference once per biennium. Services target youth and young adults aged 0–21 receiving Medicaid involved in behavioral health and one additional system (child welfare, special education, or juvenile justice) and must align with National Wraparound Initiative Standards and Oregon best practices.
Proposers must demonstrate a minimum of two years of leadership experience with evidence-based practices or fidelity programs and provide three references verifiable within the last five years. The RFP requires detailed budgets for both phases with identifiable costs and personnel line items. A Certified Disadvantaged Business Outreach Plan is required but not scored; subcontracting opportunities must be identified with approximate dollar values and reported to COBID if awarded.
The evaluation allocates 110 points to Phase I work plan, staffing, database, and engagement components; 70 points to Phase II certification, training, and conference components; 40 price points; and 9 reference points, totaling 220 possible points. OHA anticipates awarding one contract. The Notice of Intent to Award is anticipated October 29, 2026, followed by a 7-day award protest period. Proposals are limited to 20 pages.
