About this opportunity

The Jackson County Land Bank Authority (LBA) is soliciting proposals for a wet demolition project of a fire-damaged industrial property located at 140 & 150 West North Street in Jackson, Michigan. The procurement is a Request for Proposal (RFP) focusing on above-ground demolition of a complex involving asbestos-containing materials (ACMs). Qualified vendors must perform complete wet demolition, handle utility disconnections, manage hazardous materials removal, and dispose of all debris as asbestos-containing waste. Bidders are required to possess an Asbestos Abatement Contractor License and demonstrate expertise in handling multiple hazardous materials. Evaluation criteria include licensing, site supervisor qualifications, project experience, demolition methods, and cost, with a maximum of 25 points allocated to pricing. Key deadlines include submission of questions by February 10, 2025, via OpenGov.com, with sealed bids due by 10:00 a.m. EST on February 21, 2025. The project has a completion deadline of July 31, 2025, with work permitted between 7:00 a.m. and 6:00 p.m., Monday through Saturday.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide a performance bond for 100% of the contract amount and carry specific insurance coverages, including workers' compensation, commercial general liability, motor vehicle liability, and pollution liability with minimum limits of $1,000,000 per occurrence. The project is funded through a State Land Bank Authority Blight Elimination Grant utilizing federal funding sources, with the LBA anticipating Net 60 payment terms after satisfactory documentation review. While no incumbent vendors are mentioned, site access can be coordinated through Brian Taylor, City of Jackson Chief Building Official. The project involves three specific parcels with parcel ID numbers 8-245800000, 8-246000000, and 8-243900000. Although a precise budget range is not explicitly stated, the comprehensive demolition requirements, hazardous materials management, and federal funding suggest a potentially significant contract value for the selected vendor.
