About this opportunity

The City of Fort Worth is soliciting proposals via Request for Proposal No. 26-0152 for a full-service uniform scrub rental and laundry service for the Code Compliance Department on an as-needed basis. The procurement will serve two Fort Worth Area Code Compliance facilities located at 4900 Martin Street and 351 Hillshire Drive. The vendor must provide comprehensive services including garment issuance, laundering, weekly pickup and delivery, repair, replacement, and inventory management. Uniforms must meet commercial standards and include navy blue garments for Kennel Technicians, maroon for Veterinary Technicians, and black for supervisory staff, all featuring the City-approved "Molly" logo with white or black embroidery. Service frequency shall consist of one weekly pickup and delivery cycle coordinated during normal business hours (8:00 AM to 5:00 PM, Monday through Friday), with a designated account representative managing scheduling and issue resolution. The vendor must include all costs for laundering, normal wear and tear repairs and replacements, logo application, and inventory management in the base per-unit rate, with the vendor responsible for all garments lost during service delivery and repairs for normal wear at no additional cost. Evaluation criteria include cost (10 points), experience and qualifications (30 points), technical approach and service plan (15 points), service scheduling and customer support (25 points), compliance and responsiveness (15 points), and branding and logo application (5 points), with proposals scoring below 50 percent of available non-price points deemed non-responsive. The proposal submission deadline is April 23, 2026, with questions due before the submission close date via the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities. The public proposal opening will occur at Fort Worth City Hall, 100 Fort Worth Trail, at approximately 2:00 PM CST following the close date. The initial contract term is one year with options to renew for up to four additional one-year periods, provided either party gives 90 days' written notice of non-renewal.

There is no Small Business participation goal designated for this solicitation, though bidders are encouraged to utilize certified Small Business firms when possible. Respondents must submit completed required forms including company information, authorized representative signatures, three recent customer references demonstrating similar uniform rental and laundering services, a Form W-9, and a Conflict of Interest Questionnaire (Form CIQ) in compliance with Texas Local Government Code Chapter 176. The vendor must demonstrate capability to provide a fully integrated uniform rental program including both garment provision and laundering services, weekly pickup and delivery at both locations, a dedicated account representative or customer support team, on-site sizing for initial implementation, and specify standard response times for routine and urgent service requests. The City of Fort Worth draft Vendor Services Agreement requires vendors to maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Worker's Compensation at statutory limits, and Professional Liability of $1,000,000 per claim and aggregate, with the City named as additional insured. All proposals must be firm-priced in U.S. dollars on an FOB Destination, Freight Prepaid and Allowed basis, with all unit prices including handling, delivery, fuel charges, and applicable fees. The City reserves the right to award contracts to up to two vendors and will evaluate proposals on a best value basis, considering factors including purchase price, reputation, quality, ability to meet City needs, past relationship with the City, and total long-term cost, though no specific budget range or award value is disclosed in the solicitation documents.
