About this opportunity

The City of Fort Worth is requesting proposals to establish non-exclusive agreements for traffic signal poles and arms for the Transportation and Public Works Department on an "as needed" basis, with proposals due June 25, 2026 under RFP 26-0207.

The City has established a 30% small business participation goal, with small businesses defined as entities located in Tarrant, Wise, Johnson, Parker, or Denton County holding current certification from an organization approved by the City Manager. The goal may be met through self-performance by a certified small business prime contractor, utilization of certified small business subcontractors, or a combination thereof. Vendors must submit current certifications and a completed Small Business Utilization Form; failure to do so may result in zero points for this evaluation criterion.

Products must be manufactured by facilities meeting TXDOT DMS-7380 qualification standards. Approved fabrication plants include Ameron Pole Products (Tulsa, OK), Millerbernd Manufacturing Company (Winsted, MN), Pelco Structural LLC (Claremore, OK), Structural and Steel Products (Fort Worth, TX), Union Metals Industries Corp (Canton, OH), and Valmont Industries Inc (Brenham, TX). All products must comply with TXDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges Item 686 for steel traffic signal pole assemblies. Vendors must deliver orders within seventy calendar days of receipt and warrant all materials for one year against faulty materials and workmanship.

The contract term is one year initially, with the option to renew for up to four additional one-year periods at the City's sole discretion. The City reserves the right to extend deadlines and will evaluate proposals on a "best value" basis using weighted criteria: small business utilization (up to 25 points), references and experience (up to 25 points), delivery and fulfillment capability (up to 25 points), and cost (up to 25 points). Proposals receiving less than 50 percent of non-price points are deemed non-responsive.

Unit pricing must include delivery costs with no additional charges, remain firm for the initial contract term, and be submitted in U.S. dollars on an FOB Destination, Freight Prepaid and Allowed basis. Deliveries will be directed primarily to the TPW Warehouse at 5001 James Avenue, Fort Worth. Proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities. The City maintains interlocal agreements allowing other governmental entities to use awarded contracts on the same terms and pricing, provided the proposer agrees to extend these arrangements.
