About this opportunity

Marion County, Oregon is soliciting proposals for tower climbing, antenna installation, inspection, and maintenance services across a network of fifteen tower sites in support of a public safety communications infrastructure upgrade, with proposals due September 9, 2026 at 2:00 p.m. PST and questions due August 25, 2026 at 2:00 p.m. PST.

All proposers must hold an Oregon Construction Contractors Board (CCB) license at proposal submission. The crew must consist of a foreman, no fewer than two certified tower climbers holding current Competent Climber and Competent Rescuer certifications from OSHA- and ANSI-compliant providers, and no fewer than two tenders; the foreman and tenders do not require climber certifications, and NATE membership is not required.

The scope encompasses tower-mounted installation of antennas, microwave dishes, feedline/waveguide, grounding, and associated components. Phase 1 services must complete by March 1, 2027 to support equipment installation and system commissioning by April 30, 2027. The procurement estimates 75 working days of labor on a standard 8-hour, Monday-through-Friday schedule. Marion County furnishes major RF and microwave appurtenances and stages materials at the Crosby Maintenance Yard for contractor pickup and delivery.

Contractors submit a fully burdened daily crew rate covering all labor, benefits, overhead, equipment, tools, vehicles, fuel, insurance, travel, lodging, meals, per diem, and profit. Payment is based on actual days worked, whether exceeding or falling short of the 75-day estimate. Materials pickup and delivery costs are bid as a separate lump sum. Standby or partial days caused by County-controlled delays may be billed in half-day increments at reduced rates with County approval; contractor-caused delays are not separately compensable. The contract is not subject to Davis-Bacon prevailing wage requirements. No bid bond or performance bond is required.

Respondents must access solicitation documents and submit proposals through the Marion County Procurement Collaboration Portal at https://contracts-marioncountygcc.msappproxy.net/gateway/ and should register at least 15–30 minutes before submission.
