About this file
This Addendum No. 1 modifies the Request for Proposal (RFP) PW1709-26 issued by Marion County, Oregon, for tower climbing and antenna installation services supporting a public safety communications infrastructure upgrade across fifteen tower sites throughout Marion County. The project involves tower-mounted installation work including antennas, microwave dishes, feedline/waveguide, grounding, and associated components. Phase 1 services must be completed no later than March 1, 2027, to support subsequent equipment installation and system commissioning scheduled for completion by April 30, 2027. The procurement uses the Competitive Sealed Proposals method and is classified as Trade Services. The RFP estimates 75 working days of labor, with contractors required to mobilize a crew consisting of a foreman, no fewer than two certified tower climbers, and no fewer than two tenders, operating on a standard 8-hour workday, Monday through Friday schedule. Marion County will furnish major project-specific RF and microwave appurtenances, including antennas, microwave dishes, feedline/waveguide, grounding kits, and ice-shield components, with materials staged at County's Crosby Maintenance Yard for contractor pickup and delivery.
All proposers must have an Oregon Construction Contractors Board (CCB) license at the time of proposal submission and must provide certified tower climbers holding current Competent Climber and Competent Rescuer certifications from recognized tower-safety training providers compliant with OSHA and ANSI standards; NATE membership is not required, and the foreman and tenders do not require such certifications. Contractors must submit a fully burdened daily crew rate covering all labor, benefits, overhead, equipment, tools, vehicles, fuel, insurance, travel, lodging, meals, per diem, and profit for the specified tower climbing services, with payment based on actual days worked whether exceeding or falling short of the 75-day estimate. Materials Pickup and Delivery costs are bid as a separate lump sum covering loading and transport of County-furnished equipment from the Crosby Maintenance Yard to project sites. The contract is not subject to Davis-Bacon prevailing wage requirements. Standby or partial days caused by County-controlled delays, site readiness issues, or tower-owner restrictions may be billed in half-day increments at reduced rates with County approval, while delays caused by the contractor are not separately compensable. No bid bond or performance bond is required.

ADDENDUM #1
TO THE
REQUEST FOR PROPOSAL
PW1709-26 - RFP - TOWER CLIMBING AND ANTENNA INSTALLATION SERVICES
ISSUED ON 8/19/2026 8:00:00 AM
The following information in this addendum, hereby become part of the Request For Proposal. It is essential that all prospective Offerors note the content of this Addendum.
A. Remove and Replace Attachment A – Proposal Form
Remove Attachment A – Proposal Form and Replace with Attachment A – Proposal Form -
UPDATED
B. Question and Answers
1. Did not see reference to bid bond or performance bond required in 16 page RFP. Just confirming it is not a requirement in the 520+ page sample contract or other document.
Correct, there is no requirement for a bid bond or performance bond.
2. In regard to the Attachment B Tower Certifications Form... we are running 17+ tower crews, so over 50 tower employees all of which carry all the proper certifications. While there may be an assigned crew(s) in the event of an award, in the case of workload and clients always changing, any one of 50+ employees could work on your project. In addition, the tower industry does always have turnover, so an employee not even hired now, could work on the project in future months time. Do we need to submit all certs for all employees now as part of this RFP, or can a company submit their NATE membership and agree that all employees working on your project would carry the required certifications, but they not be submitted until after award and/or before any project work starts?
See Section 3.4.2 of the RFP for certification requirements. Proposer must demonstrate its ability to provide certified tower climbers to perform the required tower services under this Contract and only certified tower climbers will be allowed to provide those services.
Proposers that fail to provide copies of Tower Climber Certifications will be deemed non-responsive.
3. Nate Certification Card
Reference: RFP page 7, Section 3.4.2 Tower Climber Certifications, and Attachment B Tower Climber Certification Form.
Section 3.4.2 requires a scanned copy of each climber's current NATE certification card, front and back, and states that proposals failing to provide copies of Tower Climber Certifications will be deemed non-responsive. Our proposed climbers hold current Competent Climber and Competent Rescuer certificates issued by LMS Safety, a NATE-member training provider, and those certificates state that training was conducted according to ANSI and OSHA standards and reference ANSI and NATE CRTS standards. Will the County accept a training provider's Competent Climber or Competent Rescuer certificate as satisfying the Attachment B requirement, or does the County specifically require a NATE membership card issued by the National Association of Tower Erectors?
Company membership in NATE is not a requirement of this solicitation. County will accept current Competent Climber and Competent Rescuer certifications issued by a recognized tower-safety training provider whose training programs fully comply with OSHA/ANSI requirements applicable to the tower climbing industry and the NATE Climber/Rescuer Training Standard.
4. OSHA 1910 and 1926 evidence
Reference: RFP page 6, Section 3.1 Minimum Proposer Requirements; RFP page 7, Section 3.4.2; and Attachment B Tower Climber Certification Form.
Attachment B provides separate lines for OSHA 1910 and OSHA 1926 certifications with completion dates. Please clarify what the County will accept as evidence for each line. Specifically: (a) does an OSHA 30-Hour Construction Outreach card satisfy the OSHA 1926 line; (b) does the County require a specific OSHA 1910 General Industry course, or will subject-specific training under a 1910 standard such as 29 CFR
1910.1200 satisfy the requirement; and (c) must supporting certificates be enclosed for the OSHA lines as they are for the NATE line, or is the completion date entered on Attachment B sufficient?
Proposers shall list the date upon which each certified climber / rescuer has completed OSHA 1910 and OSHA 1926 training necessary to obtain NATE certification or as otherwise applicable to the tower climbing industry. This Solicitation does not require Proposers to provide at the time of proposal submission documentation of OSHA training completion.
5. Oregon contractor licensing
Reference: RFP page 4, Section 2.1 Authority and Method.
Section 2.1 states the County is issuing this RFP under ORS 279B.060 using the Competitive Sealed Proposals method. The OregonBuys posting classifies the Discipline
Type as Public Improvement. Please confirm whether an Oregon Construction Contractors Board license or registration, or any other Oregon contractor licensing, is required of the Proposer, and if so whether it is required at proposal submission or only prior to contract execution.
The selected Contractor must have an Oregon CCB license and must possess all licenses and certifications required under ORS 279B at the time of proposal submission. The advertisement posted on OregonBuys has been updated via Addendum 1 to reflect the following:
1. Procurement Method: Competitive Sealed Proposals
2. Discipline Type: Trade Services
6. Reference: Attachment C Cost Proposal Submission Form; RFP page 6, Section 2.4 Scope of Work.
Attachment C requests a fully burdened daily crew rate for a minimum crew of a foreman, no fewer than two certified tower climbers, and no fewer than two tenders, multiplied by 75 days. Please confirm what the County intends "fully burdened" to include. In particular, are travel to and from the sites, lodging, per diem, vehicles, equipment, and consumables to be included within the daily crew rate, or are any of these separately reimbursable? Please also confirm whether the separate Materials Pickup and Delivery lump sum is intended to cover only the transport of County-furnished appurtenances from the Crosby Maintenance Yard to the sites.
a. Daily Crew Rate: The fully burdened daily crew rate shall include all labor (including wages, benefits, fringe, incentive pay, overtime compensation, taxes and all other payroll expenses), equipment, tools, incidental and consumable materials, vehicles, fuel, insurance, maintenance, travel, lodging, meals, per diem, field overhead expenses, home office overhead expenses, profit, taxes and all other costs for the Contractor to provide the specified daily tower climbing services and must include 8 hours of on-site work. No separate payment shall be provided for daily driving to and from each worksite.
Completion of the contracted work may take more or fewer than 75 working days and the Contractor shall be paid for each full day actually worked at each radio communications site at the Contractor’s proposed Daily Crew Rate. No separate payment of Contractor expenses will be provided.
b. Materials Pickup and Delivery: This lump sum bid item shall cover all costs associated with the loading of County-furnished equipment and materials at County’s Crosby Maintenance Yard, and the transport to and unloading of such County-furnished equipment and materials by Contractor at each project site. This has been segregated as a separate bid item since pickup and delivery of County-furnished equipment and materials does not necessarily require the use of a certified tower climbing crew.
7. Reference: RFP page 6, Section 2.4 Scope of Work; Attachment B Tower Climber Certification Form.
Section 2.4 states the field crew shall consist of a foreman, no fewer than two certified tower climbers, and no fewer than two tenders. Please confirm whether the foreman and the tenders must also hold the OSHA and NATE certifications listed in Section 3.1, or whether those minimum qualifications apply only to the certified tower climbers.
Please also confirm whether personnel other than certified tower climbers should be listed on Attachment B.
County does not require the foreman or tenders to hold NATE certification. These individuals do not need to be listed on Attachment B.
8. The RFP includes cabinet installation with locking mechanisms and secure wall mounting “where applicable.” Please identify which Phase 1 sites, if any, require cabinet installation and what cabinet/equipment is included.
Phase I of this Project does not include any cabinet installations. The reference to cabinet installation “where applicable” is boilerplate specification language and does not represent a separately required Phase 1 work item unless specifically identified in the site designs found in Supplementals 1 through 12.
9. The RFP states that Phase 1 services must be completed no later than March 1, 2027, while the sample contract states that all tower-mounted installations must be completed by February 1, 2027. Please confirm the required completion date.
All Phase 1 tower climbing, antenna, microwave, feedline/waveguide, grounding, testing, punch-list correction, and associated tower-mounted installation work must be fully completed no later than March 1, 2027. This date is required to support Tait’s subsequent equipment installation, integration, testing, and system commissioning schedule, which must be completed by April 30, 2027. The February 1, 2027 date stated in the sample contract is a typo that will be changed to March 1, 2027 after contract award when the contract is made ready for Contractor and County signatures.
10. The RFP estimates 75 working days, and Attachment C prices the tower crew as 75 days multiplied by the proposed daily crew rate. Please clarify whether 75 days is an estimate or a maximum billable quantity. If fewer than 75 days are used, will the contractor be paid only for actual days worked? If more than 75 days are required, how will additional days be handled?
75 working days is an estimate and is provided to assist Proposers in preparing their proposed Daily Crew Rate. The Contractor shall be paid for the actual number of full days worked at each radio communication site at the Contractor’s proposed Daily Crew Rate, whether that is less than 75 days or more than 75 days.
11. How will crew days be handled when work is delayed or interrupted by conditions outside the contractor’s control, such as site access, weather, RF shutdown availability, County/Tait coordination, tower-owner restrictions, site readiness, or other owner-caused delays? Please also clarify whether partial days or standby days are billable.
To minimize the potential for delays, County is currently completing make-ready work at all radio communications sites and is staging County-furnished equipment and materials at the Crosby Maintenance Yard in preparation for deployment to each radio communications site.
Contractor may be required to mobilize and complete work at each radio communications site in the site order specified by County.
Delays caused by Contractor, its subcontractors, failure of Contractor’s equipment, ordinary weather conditions, or the Contractor's means and methods are not separately compensable.
When a crew has mobilized to a site and productive work is prevented by a condition outside Contractor's control that is attributable to County, site readiness, a County-directed RF shutdown, County/Tait coordination, tower-owner restriction, or loss of County-controlled site access, Contractor shall immediately notify County and shall work cooperatively with County to mitigate the schedule and cost impacts of the delay, where possible, which may include redeployment to a new work site until the delay has been resolved.
With County approval, such partial or standby days may be billed in one-half-day increments as follows:
Less than four hours of onsite productive work and/or County-directed standby: one-half Daily Crew Rate.
Four hours or more of onsite productive work and/or County-directed standby: one full Daily Crew Rate.
A cancellation communicated before the crew mobilizes to the site is not billable.
Extraordinary weather events or other circumstances may be considered by the County on a case-by-case basis, but do not automatically create a billable standby day.
12. Can you confirm the normal workday and workweek the Daily Crew Rate is expected to cover? For example, is the rate based on an 8-hour, 10-hour, or other workday? Is a workweek M-F or M-S?
Marion County’s standard construction workdays are 8-hours of on-site work, Monday thru Friday. Proposers shall base their proposed Daily Crew Rate on this work schedule.
13. Please clarify how overtime, weekends, holidays, or work outside the normal workday will be handled if requested by the County or required due to site access, RF shutdowns, or other schedule requirements.
Overtime, weekend work, holiday work and work outside of the normal workday is not a requirement of this contract. If such work becomes necessary to meet the contract completion date due to Contractor non-performance or other Contractor-caused delays, County may allow Contractor to work weekends and/or holidays, for which the Contractor shall be compensated at the Daily Crew Rate, or to work longer than the standard 8-hour workday with each extra hour worked paid at 1/8th of the Daily Crew Rate. If County requests Contractor to work weekends, holidays and/or hours outside of the normal workday due to delays outside of Contractor’s control and if such work results in overtime costs for
Contractor, such work shall be performed at a special rate mutually agreed upon between County and Contractor.
14. This project is identified as federally funded, and the federal contract provisions include Davis-Bacon language. Please confirm whether this project is subject to federal Davis-Bacon prevailing wage requirements, Oregon prevailing wage requirements, or both. If prevailing wage applies, please provide the applicable wage determination, labor classifications, fringe requirements, and certified payroll requirements. The federal provisions state that the applicable wage determination is to be included when Davis-Bacon applies.
This contract is not subject to Davis-Bacon prevailing wage and, therefore, an applicable wage determination has not been included with the Request for Proposals.
15. Is phase 1 completion expected 3/1/2027 or 4/30/2027?
See response to Question 9.
16. Can you please clarify what materials Marion County is supplying.
County will furnish the major project-specific RF and microwave appurtenances identified in the site designs included in Supplementals 1 through 12, including antennas, microwave dishes, antenna/dish mounts, feedline and/or waveguide, project-specific line support hardware, grounding kits, and ice-shield components.
Contractor shall furnish all labor, supervision, PPE, vehicles, rigging and hoisting equipment, test equipment, standard tools, weatherproofing materials, routine consumables, and incidental installation hardware necessary to complete the work, unless specifically identified as County-furnished.
Project materials will be made available at County’s Crosby Maintenance Yard for Contractor pickup and delivery to each radio communications site.
17. Do you require NATE membership or are equivalent competent tower climbing certifications acceptable?
Company membership in NATE is not a requirement of this solicitation. See response to Question 3 for further clarification.
18. Under the scope of work, it is described to have 5 crew members on site. It is necessary for 5 people on site at all times?
Yes.
19. Installation 8.10.J states proposal will include ice mitigation in proposed design but no ice shield specs are provided. Will installation of ice shields be required and if so is Marion County providing these?
Ice mitigation requirements are site-specific and shall be as shown in the site designs included in Supplemental 1 through 12. Proposers are not required to develop a separate engineered ice-shield design where an ice shield is not identified in the site documents.
Where an ice shield is shown or required, the project-specific shield and mounting components shall be supplied by County and installed by Contractor. Ice shields shall be installed in accordance with the manufacturer's requirements.
20. Is the demarcation from the polyphaser out?
Yes, for coaxial antenna systems, Contractor’s point of demarcation is the tower side of the polyphaser / surge protector. Contractor is responsible for installation of County-supplied equipment from the point of demarcation to the tower and antenna, including feedline installation, support, grounding, weatherproofing, labeling, termination, and required testing.
Interior cabling or jumpers from the polyphaser to the radio/RF controllers are by others unless otherwise specified in Appendix B, Appendix C or Supplementals 1 through 12.
