About this opportunity
The state of Illinois, through the Department of Human Services, is issuing a Request for Proposal (RFP) for a provider to deliver a continuum of community-based services and programming, including assessment, treatment, and surveillance services for Sexually Violent Persons (SVPs) transitioning from a secure facility and placed within Illinois communities. The SVP Commitment Act provides for the detention, treatment, evaluation, and conditional release of certain sex offenders deemed dangerous due to a mental disorder. The selected vendor will be expected to provide specialized sex offender treatment, assessment, and surveillance services, as well as general case management, mental health, medical, and other support services for SVPs on conditional release. The initial contract term is five years, with an optional four-year renewal, and a mandatory pre-submission conference is scheduled for January 13, 2020, with sealed offers due by January 30, 2020. The RFP outlines detailed service requirements across seven categories, including intensive surveillance and monitoring, sex offender assessment and treatment, mental health and medical services, and aggressive case management. Vendors must propose a multi-level conditional release supervision strategy and provide pricing based on the number of SVPs served, with the contract being awarded to the most responsive and responsible offeror.
The contract includes a 5% Business Enterprise Program (BEP) participation goal, but there are no other set-aside designations or restrictions on the types of organizations that can respond. The current incumbent vendor is Liberty Healthcare Corporation, which was awarded a $92,814,235.07 contract for the Conditional Release program through an Invitation for Bid process, with no unsuccessful bidders. The successful vendor in this RFP will be expected to assume services for the existing caseload of conditionally released SVPs.
