About this opportunity

The University of Wisconsin-Milwaukee Purchasing Office is soliciting bids for RFP T22-043, seeking parking lot counter systems to be installed across ten surface parking lots and seven parking garages. The procurement is divided into two distinct scopes: Scope 1 involves embedded sensors at entry and exit points to count vehicle traffic, while Scope 2 requires individual intelligent sensors to track occupied spaces in garage parking areas. The project demands a comprehensive solution including variable message signs, real-time data reporting capabilities, and a publicly accessible website and mobile application displaying parking availability. Vendors must achieve a minimum 95% vehicle detection accuracy and provide a complete package encompassing equipment, installation, software setup, configuration, training, and annual maintenance. The original bid deadline was June 10, 2022, but was extended to June 15, 2022, at 2:00 p.m., with a public bid opening via Microsoft Teams. Bidders are required to submit mandatory exhibits including a Bidder Required Form, Minimum Specifications Acknowledgement, and Cost Sheet, with comprehensive pricing that includes all associated costs.

The procurement includes preferences for certain business classifications, specifically offering a 5% price preference to Minority Business Enterprises, Disabled Veteran-Owned Businesses, and Work Centers employing individuals with severe disabilities. Bidders must demonstrate at least three years of experience in parking management systems, providing documented sales and ongoing services to municipalities, universities, or large parking facility operators in the U.S. or Canada, along with at least two customer references. The contract will be effective for three years from the purchase order date, with pricing firm for the first year and potential subsequent price increases subject to documented industry-wide cost justification. While a single vendor providing a unified software solution for both scopes is preferred, multiple vendors may be awarded contracts for different scopes. The total equipment requirements include 726 outdoor recess-mounted sensors, 168 indoor flush-mounted sensors, 10 embedded bi-directional lot counters, 5 solar-powered repeaters, and 3 solar-powered variable message signs. The procurement is open not only to UW-Milwaukee but also to other UW Campuses and Wisconsin State Agencies under collaborative contracting terms.
